Below is a list that utilizes the fear mechanic somehow: causing it or protecting against/resisting it.

Powers That Cause Fear

Cloak of Fear Toggle, PBAoE, Foe Fear, -To-Hit
This power is available to Scrappers, Tankers, Brutes, and Stalkers through the Dark Armor power set.
Fearsome Stare Ranged (Cone), Foe Fear, -To-Hit
This power is available to Defenders, Corruptors, and Masterminds through the Dark Miasma power set, as well as to Necromancy Masterminds' Lich after their Dark Empowerment upgrade.
Intimidate Ranged, Foe Fear
This power is available to all archetypes through the Presence Power Pool.
