The Lord Recluse Strike Force is the fifth of five main Strike Forces on City of Villains. Lord Recluse is located in the The Tangle neighborhood of Grandville, within the main building of Spider City, inside the Patron room.  Lord Recluse Strike Force is the premier Strike Force in City of Villains.  The Heroes spawn at fixed levels (51 to 53 depending on foe) regardless of team composition, so the majority of your team will need to be level 50 in order to succeed.
The Synapse Task Force is the second of six Freedom Phalanx Task Forces, and the completion of all six grants the Task Force Commander Badge. The other five task forces are started by Positron, Sister Psyche, Citadel, Manticore, and Numina.

In order to start the Lord Recluse Strike Force, the team leader must have the Usurper Badge, for defeating Lord Recluse in the final patron arc.
The task force's missions are all against Clockwork. One of the later missions spawns the Giant Monster Babbage.

This task force is also designated as a Signature Task Force. As such, missions will always spawn mobs at level 20 or higher, regardless of team members' levels.

I have witnessed your journey through the Rogue Isles. You have clawed your way to the top, performing all manner of vile act to prove yourself stronger and more capable than the rest of my Destined Ones. You have even bested one of my trusted lieutenants, a feat few have done before. In the end I thought you a liability, having used Project DESTINY to see into the future and witness a possible death of the world - my rightful domain! - at your hands. But you have a depth of villainy and strength more powerful than even I had imagined. You discovered my contingency plans and sent me a very clear warning as to what would happen if I enacted my plans, and it is something I will not forget!
Oh. Good to see you. My electrical senses have been picking up some strange currents. I want you to check out a Warehouse in Steel Canyon and investigate the electrical anomaly. You up to it?

You know of my plans for Project DESTINY, to engineer my eventual victory by manipulating the timestreams of the future, eliminating unfavorable results until only my ultimate triumph remains! And you know the greatest threat to my goals is that epitome of foolish heroic virtue, Statesman!  Statesman. Long has he been a thorn in my side, him and his legion of heroes who constantly attempt to thwart my operations at every turn. If you help me deal with the troublesome Statesman, I will asure you a place of honor in my future triumph!

There is an Arachnos flyer ready to take you to your destination. As soon as you get there my operatives will start jamming transmissions so they don't let anyone know you have the security codes. We also have an advance force there to assist you in the assault.
I've been seeing a lot of Clockwork over there, but I don't see how they could cause an electrical disturbance. After all, the Clockwork King operates them telekinetically, not with electricity.

The Arachnos flyer is waiting for you outside of Grandville. Head to the Longbow island base and get those security codes!
I need to know more about that Electrical Anomaly in Steel Canyon.

The Clockwork were carrying some kind of power router, huh? It's interesting, but it still doesn't explain the electrial disturbance in Steel Canyon.

I'll show this power router you found to Positron and ask for his opinion. If I can ever get him to stop sharing it with me, I'll let you know what he thinks the Clockwork may be up to.

You're doing quite well, Task Force. Please, call if there's anything you need.

Notable NPCs
Something is definitely afoot with the Clockwork. They are swarming all over the place, especially Steel Canyon. I need you to hit the streets and thin the numbers of the Clockwork. If you're lucky, maybe you'll learn something more about that strange power router you found on that Clockwork robot.

* Agent Crimson (Hero)
This won't be easy, but I know I can count on you and your comrades.
* Numerous Longbow Ballistas (Elite Bosses)

I'll hang onto that power router you found until I can talk to Positron about it.

With the security codes in hand you should easily be able to overcome the worst of the Vindicators' base security!
One of those little robots was carrying another power router? Ok, this is starting to make me really edgy. That's the second one we've found.

You have done well, Strike Force Name!
I really think you need the always brilliant, but usually long-winded advice of Positron. He may have some insight on those power routers you found the Clockwork carrying.

Strategy
Go talk to Positron
Talk to Positron
The map for this mission is similar to that of the Longbow base in Nerva.  The team will zone in at a submarine just off the island housing the Longbow.  Three waypoints will be visible on the map, marking the entrances to Tower 1, Tower 2, and the Laboratory, respectively.
Location: Steel Canyon

Longbow Chasers are randomly placed over the map, which can be found fairly easily to anyone with travel powers.
Briefing

Bombs are located in both the Towers, and the Laboratory. Setting the final bomb will spawn an ambush.
Positron has the scoop on those power routers you found on the Clockwork. I need you to go talk to Positron right now. He'll tell you what to do.

The Technician is located within one of the Towers, and will spawn an ambush containing a Longbow Ballista upon rescue.  The Technician will not follow the team if stealth powers are turned on (especially group stealth powers), so remember to turn them off.
Mission Acceptance

Crimson awaits with a retinue of Longbow Ballistas inside the Laboratory.  Depending on the team, it is usually wise to take out all the Ballistas before engaging Crimson, as Ballistas are Elite Bosses while Crimson is a Hero.
Please do whatever Positron asks of you.

Unnecessary Solicitation

Assault Malta Base
You might as well bite the bullet and talk to Positron. The sooner you do, the sooner you can kick some Clockwork tail.

Briefing

Now that we have the security passcodes, we can continue with the next stage of our plan! Malta has proven to be an important asset to Arachnos. Their advanced weaponry and skilled personnel are excellent, and they are the perfect mercenaries to use when Arachnos wants to disassociate themselves from a delicate operation. However, they sometimes overstep their bounds, especially when it comes to acquiring knowledge aiding them in the defeat of super-powered beings. Not long ago, we found a Malta infiltration team in one of our Project FURY research labs, downloading information on the project. Some of their infiltration team must have escaped with the data, because some of our Arachnos spies have discovered Malta has developed a very interesting weapon based on Project FURY theoretical technology - the Orestes Rifle! This potent techno-magical weapon is designed to dispel mystical enchantments derived from the Well of Furies, such as those derived by Ms. Liberty's magical belt! This should prove very useful in the upcoming battle.

Defeat all Clockwork in station
Malta has many secret training enclaves spread throughout the Rogue Isles. Because of the theft from Arachnos they chose to develop this weapon on the mainland. There's an Arachnos flyer waiting to take you there. Once you have acquired the Orestes Rifle you will need to hurry - once it is removed from the special Malta power feed, it will lose power quickly.

Mission Briefing
Briefing

The Orestes Rifle should prove most effective against Ms. Liberty, but the condition the Malta Temporal Disrupter left you with may jeopardize our eventual goal of defeating Statesman! I have spoken with Operative Grillo at Project DESTINY, and he has related some interesting information regarding your current state. Go speak with Operative Grillo, then follow his orders necessary to removing the temporal disruption!
We're all grateful that you stopped the Clockwork plot to divert Steel Canyon's power. But the job's far from over. I want you to find the Clockwork headquarters. Positron built a scanner that should help us find them. Start in Steel Canyon, and check in at the patrol boxes as you scan the area.

Operative Grillo said his people discovered something rather interesting in his investigations into Project DESTINY.
Just keep moving, and the scanner should accumulate enough data to locate the Clockwork's headquarters.

Stop all robots in headquarters
Ah, you must be Strike Force Name!  Lord Recluse told me to expect you.  You have a most interesting condition which I can explain.  The Temporal Disrupter the Malta agents hit you with caused your team to be weakened considerably by causing you to be 'split in two' along the timestream.  That is, part of you is here in the present, while part of you is in a possible future.  The reason we know this is we recorded a temporal anomaly in one of the future timestreams and further investigation showed us your team in this future with a temporal 'trail' leading to the present!  Fascinating, isn't it?

In any case, you're probably wanting to be rid of your condition.  While it doesn't have an immediate effect upon you, the longer you go without fixing it, the more chance of it causing irrepairable damage to you.  Lord Recluse gave his command to do whatever is necessary to remove the temporal disruption.  We have the coordinates queued up in the Destiny Portal to the future timestream where your other half is.  Going to this future and returning to our timeline will allow you to 'sync up' with your future selves and then with the present, thus removing the temporal disruption.  There is a catch however.  In this future, the Freedom Phalanx are putting up a strong resistance to Lord Recluse's plans.  As part of Project DESTINY, we need to remove this future possibility.  Enter into the Destiny Portal and eliminate the Freedom Phalanx resistance from this future reality!}}

Lord Recluse recruited your Strike Force to publicly defeat the greatest of heroes, the mighty Statesman! His plan involved kidnapping Ms. Liberty to force a controlled confrontation with Statesman. In order to get Ms. Liberty, Lord Recluse had a plan to storm the Vindicator's base, which involved getting hold of their security codes to shut down their base defenses. This involved assaulting a Longbow island base, planting explosives destroying their transports, and kidnapping a Longbow technician to access the necessary codes for you. Once this was done, you returned to Lord Recluse.
Enemy Clockwork

The next step was acquiring a weapon to use against Ms. Liberty. Lord Recluse discovered that Malta had developed a weapon known as the Orestes Rifle based on information they stole from Project FURY. The Orestes Rifle was capable of suppressing magical energies derived from the Well of the Furies, such as those Ms. Liberty calls upon from her Liberty Belt. You broke into a Malta weapons lab and stole the Orestes Rifle, but were hit by a Temporal Disrupter during the assault causing you to be drastically weakened.

Lord Recluse sent you to speak with Operative Grillo, who told you the temporal disruption you were experiencing was because you were essentially 'split in two', with half of you in the present and half in a future timeline. Grillo tracked the temporal anomaly to the future, and allowed you to travel to this future through the Destiny Portal as long as you won this future for Lord Recluse by defeating the future Freedom Phalanx. You faced down Citadel, Sister Psyche, the Back Alley Brawler and Manticore in this future reality, bringing Lord Recluse's triumph closer to becoming a reality.
Debriefing

Returning to the present, you carried out your plan to kidnap Ms. Liberty. Assaulting the Vindicators Justice Fortress, you fought Swan and Mynx before facing down Ms. Liberty herself.
You did it, you put him down! I never had a doubt.

Lord Recluse set the terms of the battle. You set out to Atlas Park to face Numina, Synapse, Positron and the mighty Statesman himself! Returning to Recluse, he gifted you with stabilized synthetic Hamidon boosters, taken from the future Freedom Phalanx you fought earlier on the other side of the Destiny Portal.
With the Clockwork King in captivity, perhaps we can find a way to contain his mental powers. I'm sure Positron and Sister Psyche can't wait to get started on that. Paragon City owes you a great debt today. This day will be remembered for a long time.

The Synapse Task Force is the second of six Freedom Phalanx Task Forces, and the completion of all six grants the Task Force Commander Badge. The other five task forces are started by Positron, Sister Psyche, Citadel, Manticore, and Numina.

The task force's missions are all against Clockwork. One of the later missions spawns the Giant Monster Babbage.

This task force is also designated as a Signature Task Force. As such, missions will always spawn mobs at level 20 or higher, regardless of team members' levels.

E ICON MeritToken.png Merit Rewards: This activity awards 58 Reward Merits.

Introductions

Initial Contact

To form a task force, you need four or more heroes in your group.

You need at least 4 members on your team, all of them at least Level 15. If they are over Level 20, they will be automatically exemplared to Level 20 for the duration of the Task Force.

Missions

Investigate the electrical anomaly

Location: Steel Canyon

Briefing

Oh. Good to see you. My electrical senses have been picking up some strange currents. I want you to check out a Warehouse in Steel Canyon and investigate the electrical anomaly. You up to it?

Mission Acceptance

I've been seeing a lot of Clockwork over there, but I don't see how they could cause an electrical disturbance. After all, the Clockwork King operates them telekinetically, not with electricity.

Unnecessary Solicitation

I need to know more about that Electrical Anomaly in Steel Canyon.

Mission Objective(s)

Synapse led you to the right place... a tingle of ozone permeates the air.

  • Seek electrical anomaly

On one of the Clockwork you defeated, you found a power routing device.

Icon clue generic.png
Power router
This electrical device can be used to harness electrical energy from a large source. You found it on a Clockwork minion.

Enemies

Badge villain clockwork.png Clockwork

Notes

  • Even though it isn't a stated mission objective, this mission cannot be completed until all enemies have been defeated.

Debriefing

The Clockwork were carrying some kind of power router, huh? It's interesting, but it still doesn't explain the electrial disturbance in Steel Canyon.

I'll show this power router you found to Positron and ask for his opinion. If I can ever get him to stop sharing it with me, I'll let you know what he thinks the Clockwork may be up to.

You're doing quite well, Task Force Name. Please, call if there's anything you need.

Hit the streets and thin the numbers of the Clockwork

Briefing

Something is definitely afoot with the Clockwork. They are swarming all over the place, especially Steel Canyon. I need you to hit the streets and thin the numbers of the Clockwork. If you're lucky, maybe you'll learn something more about that strange power router you found on that Clockwork robot.

This won't be easy, but I know I can count on you and your comrades.

I'll hang onto that power router you found until I can talk to Positron about it.

Unnecessary Solicitation

The Clockwork are still out in force. Thin their numbers as much as you can.

Mission Objective(s)

  • Combat the Clockwork
    • Defeat 30 Clockwork

Second power router
This electrical device could be used to harness electrical energy from a large source. You found it on a Clockwork minion.

Debriefing

One of those little robots was carrying another power router? Ok, this is starting to make me really edgy. That's the second one we've found.

I really think you need the always brilliant, but usually long-winded advice of Positron. He may have some insight on those power routers you found the Clockwork carrying.

Go talk to Positron

Talk to Positron

Location: Steel Canyon

Briefing

Positron has the scoop on those power routers you found on the Clockwork. I need you to go talk to Positron right now. He'll tell you what to do.

Mission Acceptance

Please do whatever Positron asks of you.

Unnecessary Solicitation

You might as well bite the bullet and talk to Positron. The sooner you do, the sooner you can kick some Clockwork tail.

Mission Objective(s)

  • Talk to Positron

Briefing

I'm glad Synapse sent you my way, guys. These power routers you found are very interesting. They are designed to shunt power from a grid substation and feed it to a place of the controller's choosing. The basic mechanism is quite sophisticated, but there are a number of redundant parts. Quite intriguing.

Oh, you probably want the locations of the power substations, don't you? Here they are; go keep Steel Canyon powered up!

Debriefing

Positron is beaming with pride over your actions. You protected all those power substations from the Clockwork. All that's left now is to find their headquarters of operation and shut it down.

Positron has been working on some kind of gizmo to help you find the Clockwork's headquarters. Let me know when you are ready to try it out.

Find the Clockwork headquarters

V archetypeicon stalker.png Ambush! Clockwork ambush!

Patrol, scan for Clockwork

Patrol Mission Route

Location: Steel Canyon

Briefing

We're all grateful that you stopped the Clockwork plot to divert Steel Canyon's power. But the job's far from over. I want you to find the Clockwork headquarters. Positron built a scanner that should help us find them. Start in Steel Canyon, and check in at the patrol boxes as you scan the area.

Mission Acceptance

Just keep moving, and the scanner should accumulate enough data to locate the Clockwork's headquarters.

Icon clue generic.png
Makeshift scanner
This scanner was cobbled together by Positron. It detects the large concentrations of metal typically used in the construction of Clockwork. It's also sensitive to the unique mental signature generated by the Clockwork King when he controls his minions telekinetically.

Unnecessary Solicitation

You need to find the Clockwork headquarters in Steel Canyon.

Mission Objective(s)

  • Patrol, scan for Clockwork

The scanner is indicating a heavy concentration of Clockwork in an abandoned office building.

Stop all robots in headquarters

Unnecessary Solicitation

Get over to that abandoned office building, on the double.

Mission Objective(s)

Mounds of scrap metal are heaped in the corners of this lobby. Seems the Clockwork aren't the tidiest of housekeepers.

  • Stop all robots in headquarters

You cleared out the Clockwork's headquarters, preventing further danger to Steel Canyon's power grid.

Notable NPCs

Enemies

Badge villain clockwork.png Clockwork

Debriefing

I really owe you one for clearing up the trouble in Steel Canyon for me. With heroes like you around, the Clockwork will never find a way to steal Steel Canyon's power.

The Clockwork King sure wanted to get his hands on Steel Canyon's power. It seems clear that his base of operations has got to be either there, or in one of the nearby city zones. It's only a matter of time before we find him.

Run a patrol in Steel Canyon

Patrol, seek King's hideout

Briefing

That last Clockwork scheme was scary. If you guys hadn't stopped them, the Clockwork would have rerouted all Steel Canyon's power to their own base! We can't let these activities continue. I think it's time to track down the Clockwork King.

I've made a number of sweeps across Paragon City with a scanner that Positron made, and I think I have the possible locations narrowed down to Steel Canyon and Boomtown. I need you to run a patrol in Steel Canyon. See if you can dig up any leads on the Clockwork King's hideout.

We need a new lead; I am beginning to suspect the King has found a way to shield himself against Positron's scans.

Upon accepting this mission, the team leader will receive the Clockwork Immobilizer MkI temporary power.

Temporary ClockworkImmobilizerMkI.png Clockwork Immobilizer MkI Ranged, Clockwork Hold
This device was invented by Positron, specifically to interfere with the signals the Clockwork King uses to animate his minions. this is the prototype model, and has only one shot.

Unnecessary Solicitation

Have you finished that patrol yet? I was really hoping you'd find the Clockwork King's hideout!

Mission Objective(s)

  • Patrol, seek King's hideout

Nothing on the patrol, eh? Well, that's all right. We'll find the Clockwork King's hideout, never fear.

In fact, I think I may have a lead. A big Clockwork called Bertha was spotted going into an abandoned office not too far away. Check it out.

Defeat Bertha and its guards

Location: Boomtown

Unnecessary Solicitation

Look into that office, will you? It may not be much, but it's the only lead we have right now.

Mission Objective(s)

Even the doorknobs and switch plates have fallen to the Clockwork scavengers.

  • Defeat Bertha and its guards

Something catches your eye in the rubble of the Clockwork pieces. You pick up a strange, distinctive Clockwork part.

Notable NPCs

Enemies

Badge villain clockwork.png Clockwork

Debriefing

This Clockwork piece you found looks very distinctive. I bet we can trace it.

I will do a quick search and find out where this Clockwork part came from. Maybe it can lead us to the King himself.

Go talk to the foreman

Location: Steel Canyon

Briefing

I was right. After a quick scan, I was able to locate the warehouse where that distinctive Clockwork part originated. Go talk to the foreman. I let him know you would drop by.

This place has been hit by the Clockwork several times. The foreman sounds pretty unhappy about it.

Positron created a better version of his Clockwork Immobilizer; he calls it the Mark II. It's still only good for one shot, but he says it will stun the target for a longer time.

Upon accepting this mission, the team leader will receive the Clockwork Immobilizer MkII temporary power.

Temporary ClockworkImmobilizerMkII.png Clockwork Immobilizer MkII Ranged, Clockwork Hold
This device was invented by Positron, specifically to interfere with the signals the Clockwork King uses to animate his minions. This is the upgraded model. It still has only one shot, but should be more effective.

Unnecessary Solicitation

You still need to chat with that warehouse foreman over in Steel Canyon.

Mission Objective(s)

This is where the foreman was supposed to meet you. Suddenly you hear it: the sound of a Clockwork attack!

  • Defeat Long Tom and its guards

You defeated the Clockwork and spoke to the warehouse foreman.

Foreman conversation
The foreman you rescued told you, 'This is getting ridiculous! These metal annoyances must have me on some kind of regular route! Synapse said you wanted to know more about that distinctive Clockwork part you found. Well, we manufactured it, all right. We only sent parts like that to three different locations; here they are.
V archetypeicon stalker.png Ambush! After saving The Foreman, Clockwork will ambush.

Notable NPCs

Enemies

Badge villain clockwork.png Clockwork

Debriefing

According to the foreman, that part went to only three locations. I guess we better check 'em all; any one could be the Clockwork King's hideout.

Nothing to do now but check out the warehouses that had those unusual parts delivered. I'll bet anything that one of them is a Clockwork operation!

Check out the three warehouses

Investigate the first warehouse

Location: Skyway City

Briefing

We know those Clockwork parts you found were delivered to only three locations. I think we need to check out each of the three warehouses. If we are lucky, this trail will lead to the big man himself: the Clockwork King!

I'm calling the first warehouse to make sure they know you're coming. Wait! They say they're under attack right now, and there are innocents in danger. Get moving!
