You might want to go introduce yourself to Lou Pasterelli. His politics are more than a little radical and he's had some run-ins with the authorities, but he can be a great help against the Devouring Earth and Crey. He works primarily with science heroes and has access to Invention and Genetic Alteration Enhancements.
Lou is a firebrand, but he knows how to get things done!
Peter Stemitz is an interesting case. People say the soul of an ancient shaman dwells within him. Both souls speak through Peter's body, which can be a little disconcerting. He has a great deal of knowledge about the Circle of Thorns and the Council. He works primarily with magic heroes, and has access to Relics and Focus Enhancements.
Be warned, Peter and the shaman will both speak to you. Expect the shift in speech.
Level 35-39
Colleen Nelson is a top notch lawyer who recently joined the district attorney's office. She has dedicated herself to bringing down the Council. She usually works with mutants and can provide Focus and Genetic Alteration Enhancements.
Colleen is a rising star in the legal world. I think you two will work well together.

But lately she finds herself fighting against big business more often than protecting it. She's famous for her outspoken advocacy of small businesses, open source software, and other causes that she thinks of as 'societal equalizers.' her online persona is a closely guarded secret, but more than a few people suspect she's the renowned hacker, Cipher, who's been responsible for several acts of anti-corporate cyber-espionage

Briefing
The Council has recently made a habit of sending War Wolves to the streets of Brickstown to 'relax'. And by relax, I mean terrorize the local population. That can't be allowed to continue and I'm asking you to fight it. I would like to see you hit the streets of Brickstown and show the Council that people aren't their play toys.
They've been sending up a lot of War Wolves into Seven Gates and the Abyss Towers, but whatever you're fighting and wherever you're doing it, the message will get across.

Character, I need to ask you to help me out by running a bit of a distraction. Some of the other, less powerful heroes I work with are planning a raid against the Council, but I have reason to think that they're being watched by Ascendant agents. So I'd like to ask you to give the Council something else to think about. If you could hit their operations in Founders' Falls, that might help to keep their eyes off of the other team long enough for them to accomplish their missions.
Mission Acceptance
With your reputation, it shouldn't be too hard for to make the Council concentrate on you for a while. Just remember that if it's to work you'll need to do your fighting in Founders' Falls. If you're having trouble finding Council troops, you could try Liberty Town and Williams Square, but I'm sure they'll notice you wherever you fight in the zone.

Prevent Manetti from fleeing to an alternate dimension
Briefing
Archon Eric Manetti is a name that still strikes fear into a lot of hearts. The FBI have him on the most wanted list now with over thirty murders, kidnappings, and assassinations under his belt, most of them performed in Paragon City. Every hero in the city has been gunning for him since he emerged from hiding and did away with an entire neighborhood on Striga Isle that had 'seen too much.' But it looks like he's come up with a clever way to avoid justice. According to my sources, he's preparing a raid on a Portal Corporation lab right now, intent on accessing an alternate dimension. Eric Manetti cannot be allowed to flee this dimension. And you only have 2 hours to stop him.
This one isn't going to be easy. Capturing Manetti himself is only part of it. Not only do you need to defeat him and his men, you'll also need to shut down any Portal Corporation computers or devices to prevent a portal opening to an alternate dimension. Portal Corporation keeps a tight lock on those portals, and for good reason! Anything might pop out of one!

Good work. Manetti is still in this dimension and safely under lock and key. According to his jailers, he hasn't stopped raving about this alternate world. It seems he managed to locate one in which the Council is in supreme control. I hate to imagine a place like that. As long as the Council can keep churning out their deadly robots, it's going to be difficult to gain any ground in the fight against them. We've got to figure out some way to shut those machines down faster. I've got a lead on a Council base where they're manufacturing robots. I need you to retrieve some Council robot parts, along with their programming instructions.

You can take care of this one two ways: If you can clear out all of the enemies in that base, I can have people look through the robot construction and parts at their leisure. I need you to get over to a local warehouse on the double. I have it on good authority that the Council is producing some sort of advanced robots there. I want you to shut down the production of Council robots and retrieve some parts for analysis. We have to be prepared if we're going to face a new threat.
The Council's robots were originally developed by Vandal in the 1940's. They weren't called Zenith Mech Men then, since Vandal was working for another organization. Ever since his research came under the Council's control, they've been trying to push things farther. So be careful. You could be going up against just about anything.

I just got word about a major weapons purchase the Council is making today. I want it stopped, but, more importantly, I want to know who their supplier is. If we can find out where they're getting these weapons, we can prevent future sales. Will you stop the weapons sale and arrest the interested parties? I can give you the coordinates for where the deal should be going down, but stopping it won't be easy.
The deal's going down in a deserted neighborhood near Boomtown. I've already called for an emergency force field. What I care about is learning the source of those weapons. You find the lead negotiators, and we'll have the info we need.

Countess Crey herself asked me to pass along her personal thanks. She said that Dr. Arkozan was a rogue employee, one she's had grave doubts about for some time. She's grateful to you for stopping the illegal sale of Crey weaponry.
Come to think of it, though, doesen't it seem kind of odd that Arkozan got that far with the deal in the first place? Maybe it's just a side effect of having a company the size of Crey Industries to watch over, but you'd think that if the Countess had doubts about Arkozan, she would have placed a closer watch on him.

Things are dicey over in Warburg. There's a rogue Arachnos Marshal in charge of the place, not to mention every villain and his mother roaming the streets looking for a chance to grab some power. You should speak to the Longbow Warburg Liaison over in Kings Row. She can tell you more about the zone and how to get there. Remember that Warburg is a PvP zone. Only enter Warburg if you're willing to experience Player versus Player content. Warburg is also a free-fire zone, outside the safe areas, anyone can attack anyone else who isn't part of their team-up.

Hello, Character. I'm the Longbow Liaison for the Free-Fire PvP zone of Warburg. Warburg is a Player Vs. Player zone. It is also free-fire, meaning that anyone can attack anyone else outside of the safe areas, whether they're heroes or villains. Warburg is VERY dangerous, and if you go there, you almost certainly will be attacked by other people. Do not enter Warburg unless you are willing to engage in Player vs. Player combat.
If you are interested in entering Warburg, you can get there by speaking to the helicopter pilot on the Roof of the building. To get to him, enter through the doors behind me. Once there, you can talk to Warzone Agent Goddard to get missions inside the zone. He can be found within the safe area.
