Unique: No more than one enhancement of this type may be slotted by a character.
Global: This enhancement functions as a set bonus and is always on, even if in a toggle that is turned off or even if the power is greyed out because of exemplaring. However, the bonus of this Special IO is turned off if one exemplars more than three levels below the level of the Special IO itself, unless it's from a PvP Set, in which case, level doesn't matter and it will always work.

This enhancement cannot be bought from stores. It must be obtained by opening Lords of Winter Super Packs, from another player at the Auction House, or by trading. It is not a drop.
