You have claimed victory over the master of villainy himself, Lord Recluse!
How to Earn
Awarded upon completion of the fourth Patron story arc, Time After Time. The arc ends with a battle against Lord Recluse, which explains the description, but the badge itself is not awarded until the character reports in after the fight. So this badge is only rewarded to the owner of the arc.
