Overview

The Police Radio is a police scanner in Paragon City used by the Paragon Police Department or PPD. It also serves as a source of Police Scanner missions, or short missions, that you must accomplish to get more contacts and/or Safeguard Missions.

Each zone's missions apply to the detective in that specific zone.


Missions

There are four basic types of missions for the Police Radio: Rescue Missions, Boss Missions, Object Missions, and Heist Prevention Missions. Each is listed separately below.

Rescue Missions

The object of a rescue mission is to defeat a mob of enemies holding the target person hostage and to lead that target person back out of the mission. Usually, a hero or a team will clear a path to the target person so that fighting on the way out is minimized. Once the mob holding the target person is defeated, several more enemies will typically spawn between the target person and the mission entrance to intercept the hero or team leading the target person out.


Rescue Angie Firkins

A witness against the (VillainGroup), one Angie Firkins has gone missing. All units are advised to be on the lookout for her
Angie Firkins is just a law-abiding citizen willing to risk her life to testify against the (VillainGroup). If something really has happened to her, it might be worth investigating.


Rescue Ayn Race

We have a report that local writer Ayn Race was abducted from a book signing by the (VillainGroup)
What would the (VillainGroup) want with a writer? Well, whatever their plan is, it's putting a citizen in danger.


Rescue Bianca Glass

We have a report of suspicious individuals accompaning Bianca Glass. Possible kidnapping in progress
You'd heard rumors that the (VillainGroup) were casing out Bianca Glass and her shipping bussiness. They might be in trouble.

Dialog

Bianca Glass: I don't know anything about that shipment!
VillainMinion: We know it has something to do with what's going on at the Crash Site.
VillainBoss: She's lying.

We have a missing persons case open for Clive Loveking, a local occult shop owner and writer
You've heard of Clive before. The only thing more disturbing that the curios in the back of the shop are the stories he tells about them. You'd better get him back to his shop. That would be safest for everyone involved.

VillainMinion: Shut up! I can't take it anymore!

All units, an undercover officer investigating the (VillainGroup) has not reported in. It's believed that his cover has been compromised.
An undercover officer who misses a check-in may just be in the middle of something, but you'd heard a rumor that the (VillainGroup) were looking for an undercover cop. This might be one to check into.

Det. Steffano: Look, I'm just a bussinessman.
VillainMinion: We already know the truth, detective!
VillainBoss: You were betrayed by simple arcane numerology. Basic magic, really.

There's a missing person report on Dr. Deering from the space conference. We also have a report of the (VillainGroup) in the area
The big space science conference has draw a lot of top minds, but that could also draw in opportunistic criminals like the (VillainGroup). Dr. Deering could just be out sight-seeing, but it could also be trouble.

Dr. Deering: You want to sell my work to the highest bidder? That's barbaric!
VillainMinion: Barbaric? Yes. But highly profitable!
VillainBoss: And profit is a useful bussiness to be in.

Rescue Dr. Frank N. Scott

All units, keep an eye out for Dr. Frank N. Scott. He was last seen leaving the hospital, possibly being followed by members of the (VillainGroup)
The moment you hear the news, you suspect what might have happened. Dr. Frank N. Scott has consulted with MAGI on a case or two involving magical diseases, something that the (VillainGroup) would definitely be interested in.


Rescue Dr. Ninevah Sing

All available units, a group of the (VillainGroup) have taken a hostage from Datalore labs and evaded Police pursuit
As you listen further, it seems that the hostage was one of their Artificial Intelligence researchers, a Dr. Ninevah Sing. But no one has any idea why the (VillainGroup) would be interested in an AI researcher in the first place.


Rescue Dr. Sarah Long

Police negotiators are reporting that negotiations with the (VillainGroup) for the return of Dr. Sarah Long are breaking down
Dr. Long's work on incorporating magical healing with modern medicine has made a big splash. Big enough to attract the attention of the (VillainGroup)


Rescue Dr. Sophia Jones

We have a missing persons report on Dr. Sophia Jones, filed by her husband. Motives are unknown, but he did report seeing members of the (VillainGroup) near their home last night
If the (VillainGroup) were involved, it can't be good. Maybe you should take a look to this.


Rescue Dr. Wanda Sims

All units, be on the lookout: We have an unconfirmed report of Dr. Wanda Sims seen accompanied by members of the (VillainGroup)
Dr. Wanda Sims? The reclusive mathematical genius? She hasn't been seen in a while, but from what you've read that's not uncommon. Still, this might be worth your attention.


Rescue Heather Diazzo

We have reports of a break-in at the home of one Heather Diazzo, reportedly conducted by the (VillainGroup). Requesting a unit to investigate.
Heather Diazzo is on the cutting edge of on-line real estate and property. On-line, she is one of the wealthiest people in the world, and a major influence in many circles. Maybe that was what the (VillainGroup) are interested in. Her list of connections is probably extraordinary.

VillainBoss: The real prize is all the contacts you have.

Jake Emmet? That's the lead designer of the smash-hit video game Freedom Phalanx. You'd heard several of the (VillainGroup) complaining about how they were portrayed in that game. Maybe they decided to get some developer feedback.

Rescue Jon "Booster" Rhodes

All units, we've received word from Kord Industries security that the VP, one Jon 'Booster' Rhodes, has not reported in to work for several days. Detectives are investigating the situation.
The police detectives may be on the case, but you'd heard a rumor that the (Villain Group) had their eyes on Jon 'Booster' Rhodes as a mark for a while. If they made their move, you'd have the inside track to find them and put a stop to it.

More and more refugees from the strange alien realm called the Shadow Shard have been coming to Paragon City, looking for new lives. Unfortunately, the city's villains have noticed this as well. It might be a good idea to show a new arrival that the heroes of Paragon City are there to protect them.

Word on the street is that the (VillainGroup) have been preparing for a spree of computer crime for a while, and the name L33t Sk1zzl3s fits. You don't know if this was a kidnapping, or if they recruited L33t Sk1zzl3s, but either way, it would be good to stop this before it got started.

We have reports of a missing businessman, one Mikhail Levis. Bussiness associates report seeing individuals conforming to the appearance of the (VillainGroup) recently
There were rumors that some (VillainGroup) types were boasting about a big score. Maybe Mr. Levis was it? This could bear investigation.

Boss Missions

In a boss mission, the object is to defeat a mob containing a named boss and his or her surrounding guards.

In these missions, basically, a random name from an enemy group in your level range is assigned to the mission, so, in practice, there could be a very high number of such missions.

A warrant has been issued for the arrest of (VillainBoss)
(VillainBoss) has been on the suspect lists of many heroes for some time. Bringing that rogue in could help a number of investigations.

Object Retrieval Missions

The object of an object retrieval mission is to locate the specified object in the mission and defeat any guards that are in the same room with it.

Unlike the missions of the Rogue Isles Protector, where every item has its own mission, the Police Band ones assign random items to mission heading. Thus, the same item may be stolen from a villain exposition, forgotten in a train or ransomed by a villain group. Henceforth, I've decided to list the heading and the items separatedly, since there are hundreds and hundreds of possible combinations.

A crook working for the (VillainGroup) stole a "leshy corpse" from a museum in Russia. Baltic legends say these creepy little faeries like to lead folks astray in their woods, wiping out trails, changing things around, and so on. Their remains can be used in spells that confuse and misdirect, and there's little doubt that's just what the bad guys want it for.

Objects

These are the objects that may be found in the police band's retrieval missions. Some are relevant to the storyline and provide clues. Many others have references or Easter Eggs.

Many of them are also present in the Rogue Isles Protector missions. Notice the descriptions are different for a same object.


a Dragoon Ball
Legends say that if you find all 7 of the Dragoon Balls, it will summon a mighty mystical cavalryman who can grant you a wish. But this is only one of them, so it's really not that useful.


a Responsometron
This densely packed computer core could be used as the AI for a very advanced robot. Some even think that a human consciousness could be updated into one.


a Rikti Bomb
It's here, and still deactivated. This bomb uses a strange Rikti power source in an out-of-control reaction to produce an immense ammount of damage. Good thing you got to it.


a Rikti interface
The Rikti used some kind of telepathy to communicate with their semi-organic technology. Before the Rikti War was over, human scientists were trying to learn how this worked, so that they could copy it or jam it.


Event Horizon
It's an odd crystal with a thin violet line running through the middle. You have no idea how to read it, but there's a large "spike", like on a heart monitor, a few milimeters to the right. Does that mean some major event is coming soon?


File X
These files contain accounts of truly extraordinary events. And in a world where superhumans fly through the sky, that's saying something. Entire departments in government agencies filled with top men work on this kind of thing. With the knowledge in here, someone unscrupulous could have caused a great deal of trouble.


Formula 13
Formula 13 was one of the last of the Cold War attempts to create a super-trooper serum that could turn normal people into superhuman soldiers. It never worked right, but stolen data from the program helped in the creation of Superadyne.


G-Cells
These are cells from one of the giant monsters the late hero Talos fought back in the 1960s. No one has been able to unlock their genetic secrets and control the effect of the experiments since, but science continues to try.


Inobtanium Alloy
This alloy of Nonsuchium and Yeahritium is an extraordinary material. It's a good thing that you were able to get it away from the bad guys.


Long John's silver
The cultural and historical importance of these silver coins recovered from the bottom of the sea far outweigh their monetary value. But some would say that their magical value is greater still.


Prototype Artificial Intelligences
These prototype artificial intelligences are dangerous foir their ability to be molded. In the wrong hands, they could become free-roaming cyber terrorists, or worse. But thanks to you, they have a chance to become productive members of the electronic world.


Scepter of Mot
Mot was the Carthaginian god of death and sterility, before the city of Carthage was destroyed by ancient Rome. For some reason, mystically oriented villains seem attracted to Mot's few remaining artifacts.


Serafina's Veil
It's said once every hundred years the genie Serafina casts her old veil aside to find a new one. Many unscrupulous sorcerers would do anything to get their hands on it in the hope they could use it against the benevolent genie.


Space ship blueprints
These are blueprints for a spaceship, first designed back in the 1970s. It was designed to reach the moon, but you have to wonder what a group of villains would wwant to get to the moon for?


The all-purpose virus
The all-purpose virus is a cyber-somatic virus, a computer virus with the illogical ability to infect both computers and humans. This sample has been deactivated, but it could be used to create another outbreak.


the Blue Oyster
The Blue Oyster is a giant sapphire. Rumors say it can be used to summon a giant monster from the depths, or contact elder beings called "The Invisible Ones". Whatever it's supposed to do, it's best that the bad guys don't have it anymore.


the Book of K'Gar
This is suppossed to the holy text of an alien religion from the future, but no one's been able to decipher it. Legends say no one will be able to interpret it properly until the year 2260.


the Claw of Doom
This vicious looking mumified claw looks like it came from a demon or worse. Legends say that you need a truly wicked heart to use it, so it's a good thing that you recovered it.


the Crown of Enos
This old crown supposedly came from an old cult in the Rogue Isles. Whatever strange energies it possesses, it's important that you get it out of the bad guys's hands.


the Dagger of Erishkigel
The blade feels heavy in your hand. Visions of demons and ancient ziggurats dance in your mind. You feel a dark and malevolent presence creeping into your mind, urging you to put the blade to your throat. You have to fight with all of your will just to put the thing down, bu the images won't fade until is sealed away.


the Dagger of Ti-Anjun
This strange dagger has been sought for years by Nepalese monks, who want it returned as a holy artifact. It's supposed to have the power to slay demons, when wielded by the right person.


the Golden Seas
This painting is done completely in gold leaf, and supposedly shows an island in the ocean that once had a portal to another world.


the Hand of 0mega
This isn't so much a hand, as a big elaborately decorated box. The thing doesen't seem to respond to anything, like it's just waiting for it's true owner to return.


the Leshy corpse
This is disgusting. It looks like some kind of naked pygmy with blue skin and green hair and eyes and smells like rotten eggs. You're pretty sure it's culturally relevant somehow, to someone.


The Liquid Computer
From the more exotic areas where information technology and beverage engineering overlap comes the Liquid Computer. By utilizing laminar fluid flow and self-assembling nanotech scaffolds, this liquid can perform more calculations that a supercomputer, all in a 2-liter bottle. And it's caffeine free!


the mandrake root
It's said this man-shaped root screams when torn from the earth. This one was already been picked, so it's not so bad.


the neural scrambler
It may look like a high-tech egg-beater, but this thing is supposed to be able to radically alter people's thought processes. No one's even gotten it to work right, but the threat of it alone has caused trouble to this city in the past.


the Notes of Dr. Don Gee
Dr. Don Gee was a famous mystic of the 1600s who supposedly died during a mysterious sea voyage. These notes, written in cipher, supposedly detail the mystic rituals he used to secure his fortunes at the cost of others.


the Oberation Oscillthruster
This is an Oberation Oscillthruster! And they'd thrown it away like a piece of trash. Those villains must not have had any idea what this was. You'd better get this back, and quickly.


the OTTO MCRC-E
The Over-Taking MicroChip Remote Controller, model E, is a self-propelled robot capable of intercepting a vehicle and over-riding it's internal guidance systems. They're very dangerous in the wrong hands, but excellent for handling out of control vehicles.


the Oxygen Destroyer
This unique weapon was created by a Japanese scientist to combat aquatic giant monsters. It's hideous effects caused it to be banned by UN treaty.


the P.L.O.T. device
The Phased Linear Oscillation Transducer is a miraculous device, capable of producing such a variety of effects that many find it simply unbelievable. However, overusing a P.L.O.T. device can have serious consequences, and the more egregious uses can strain the very fabric of reality. P.L.O.T devices have fallen out of favor overall, but many a young and reckless pioneer has picked up a well-used P.L.O.T. device and run with it.


the Painting of Lee Towers
It's a painting of Lee Towers in Paragon City, but it seems alive. Clouds move, people walk about, heroes fly by, and even the time changes. Rumor is you can use the painting to get inside, but no one knows how to do it.

Wow. That is one big claw. You'd hate to imagine the bird this sucker came from.


the Scroll of Bokol
This scroll was penned by those who believe that life here began "out there", in the depths of space. It talks about the lost colonies of humanity that are supposed to live among the stars.

these strange marked rocks come from India. They glow in a warm light when you bring them close together.


the Shard of Serafina
This tiny sliver of crystal must be it. It's a small shard of one of the Crystals of Serafina, magic gems owned by the famous genie. You can feel it pulsing with a warm and friendly eldritch energy, almost like it's happy you rescued it.


The Sumerian relics
Urns, pots and a couple of bronze weapons. While they don't have much overt mystical power, a properly trained and prepared wizard could use them for some very dangerous purposes.


the Superadigm Seed
Not to be confused with the illegal street drug Superadyne, the Superadigm Seed is a relic of a long-lost alien race known as the Keer-B that was brought to Earth by the Kheldians. It's an artificially constructed pocket universe where the seeds of super-powers and heroism were sewn, and then allowed to develop. Its inhabitants fight foir justice against the forces of evil, never knowing than their entire cosmos can fit in someone's pocket. It's thought that if the seed could be planted outside the boundaries of the universe, it could grow to a new universe of its own. In the meantime, numerous rogues have tried to get their hands on it.

The tachyon wave motion prototype is a test model of a new engine design that could theoretically propel a space ship faster that the speed of light. Of course, it could also be turned into a dangerous weapon in the wrong hands.

The old leather-bound book contains numerous spells and incarnations, but nothing that makes sense. Maybe it's time hasn't come yet.

The Ultrascope! was designed to see things otherwise impossible to view, such as strange energy fields and even the far reaches of space and time.


the Well of Eyes
This strange gem seems to reflect back the eyes of everyone who's ever looked into it. It's said that a properly trained mystic could use it to see what all of those other eyes have seen.


Zoria's magic wand
Baron Zoria was already a notorious occult villain around the turn of the century when he began to investigate the legends of the lost city of Oranbega. Whatever he found, he re-emerged at the head of a new cult known as the Circle of Thorns. Some say whatever dire secrets he found changed him forever. He used to use wands like this all the time in his occult crimes, and many seek his old cast-offs to improve their own powers.

Heists and Assaults Prevention

During this kind of missions, one of the numerous criminal groups of Paragon City will try to rob one of its banks, or some other establishment with plenty of cash and valuable items. The gang of attackers will be determined bu the overall level of the zone where the mission takes place in (example:a bank in Kings Row will be attacked by the Skulls, while one in Peregrine Island will be attacked by the carnival of Shadows. Arachnos seems to be an exception to this rule and may appear in a wide variety of levels). The most daring elements of these groups may also even assault a Police precint, usually to free one of their own! Be warned that not every robbery is what it seems to be at the first glance.

Whatever's going on, it probably has something to do with that captured Malta boss. Anyone who wanted to get him out might also want to destroy the building to cover their tracks, so you might want to keep an eye out for bombs, too.

From what the dispatcher is saying, it sounds like Arachnos Troops have attacked the First National Bank in Peregrine Island! They've taken two tellers hostages, and have a bomb! The police can't move in yet, but a hero could save the day!

You'll have to rescue both of the tellers, disarm the bomb and defeat all the Arachnos toops in the bank to end this.
