A Trashcan Set On Vibrate

You hear the rapid scratching of metal against rough concrete as you are walking down the street. You then notice that a city garbage can is shuddering ever so slightly and go to investigate.

Looking into the trashcan you can see the soft glow of a shuddering PDA half obscured by a black banana peel. You fish out the vibrating PDA and turn off the alarm. It isn't locked so you start sifting through it.

The PDA you've recovered contains quite a bit of interesting information on the Council, but one item in particular catches your eye. According to whoever's PDA this is, Archon Dimitri has developed a new technology that is causing a stir in the Council. Nobody knows exactly how it works, but what is known is that Dimitri has displayed a tremendous increase in his personal power. Unfortunately there is no factual information about this technology, but you do know that Archon Dimitri has been responsible for the kidnappings of several heroes over the past few weeks. This new technology linked to his power increase is more than coincidence, it must be related somehow.

Sifting through the PDA you discover the location of Dimitri's base as well as a password that, quote, "should enable access to the security terminals". Clearly, whoever this PDA belonged to was about to launch an operation against Archon Dimitri but they had to ditch their information. With the information in your hands, however, you see no reason not to carry on the operation on yourself.

Briefing

With the location of Archon Dimitri's base and the password for his internal security you have everything you need to infiltrate the Council facility, learn the secret to the Archon's new technology, and hopefully find a way to stop it or turn it against him. You have a feeling that Archon Dimitri's kidnapping of heroes lately has something to do with this and you aim to put an end to his terror.

Archon Dimitri's new technology is only making him stronger by the day. Fortunately someone did some very diligent intelligence gathering, and now you have that information at your disposal. Archon Dimitri is doomed.

You cannot hope to face Archon Dimitri until you learn the secret to his new technology and can figure out how to destroy it or turn it against him. The longer you wait the stronger he will become until even you cannot oppose him.

Access confidential files on Archon Dimitri Archon Dimitri is the leader of Company 227 of the Council initiative. Archon Dimitri is currently reported to be developing an advanced Vampyri Super Soldier program that has, so far, shown extremely promising results, with Dimitri using himself as a test bed for the technology. Nosferatu has applauded Dimitri's efforts publicly within the Council. Archon Dimitri has proven to be an example to his troops and is commended on his dedication to the Council's initiatives. Investigate new technology for Vampyri Super Soldiers You discover archival video of Archon Dimitri demonstrating the new technology he has researched. He refers to it as Project: Bloodpool. In the video you see the contorted and stretched facial features of the grotesque Archon Dimitri as he stands before a stasis tube in which floats an unconscious figure bristling with hoses and wires. Dimitri speaks. "I have developed this new technology, dubbed Project: Bloodpool, that will enable the Council to turn the power of our enemies against them." Archon Dimitri turns and walks back to stand beside the stasis tube, placing his hand upon the glass. "This is subject 7, a member of Freedom Corps my agents captured last week. His powers are... crude, but will suffice for the purposes of this demonstration. Project: Bloodpool builds upon the Vampyri Super Soldier program perfected by the brilliant Nosferatu, myself one of the successes of his program. In this demonstration I shall return the favor, and utilize my own body as the testbed for my technology. When the machine is activated, Subject 7's powers shall be transfered to myself, boosting my strength and toughness beyond their already exceptional levels." The Archon inserts a single tube into each side of his neck and one into his chest, just over his heart and then nods to someone offscreen. With a strobe of light and a swarm of bubbles, the subject in the stasis tube is wracked with energy, convulsing as electricity arcs from electrodes along the outside of the tube. Within seconds Archon Dimitri surges with power, a visible glow radiating from his eyes, nose, and mouth. With an audible change to his voice he yells over the cacophony for them to disengage the device. "Turn it off..." The flashing light ceases, the bubbles disperse, and subject 7 ceases his convulsions. Over the next few seconds the light from Dimitri's eyes, nose and mouth fades and he removes the tubes from his body. He motions off screen, beckoning someone, and a Council soldier struggles to drag a bundle of 12, two inch thick lengths of steel rebar to the Archon. Dimitri steps forward, seizing the bundle with one hand and swatting the peon out of the frame. He lifts the bundle like it was a toy sword, grips it with his other hand, and bends, then snaps the bundle in half. Steel splinters spray into the air and bounce harmlessly off of Dimitri, who drops the bundle with a deafening clatter against the concrete floor of the facility. Dimitri speaks. "The effects are currently unstable, and only last for a matter of hours. The drain on the subjects is significant, and death is certain after five to nine uses. I am currently working on a way to limit the drain so that subjects do not need to be replaced regularly. With a large enough pool of subjects, the lower overall boost should even out with sustainability. This is my current focus; increasing reliability and sustainability of the system, and I am currently gathering additional subjects from the ranks of Freedom Corps. Thank you for your consideration." What is the status of Dimitri's advancements? Archon Dimitri has increased sustainability by 48% utilizing a remote system and variable drain on the subjects. At lowest level the drain only transfers 5% of the subject's power to the recipient, and can be sustained for several weeks before the subject is killed. Recovery time of the subjects is currently 20 times the activation duration and is currently unsuitable for mass usage. At highest drain the subject transfers 50% of their power to the recipient, but this can only be sustained for a few minutes before the subject is killed. Death of a subject during drain will cause a catastrophic feedback loop through the recipient and the Bloodpool system. Recent advances have neutralized the feedback from affecting the recipient in case of subject death, but system failure is still a problem. How many subjects are there, and what is their status? The terminal shows you the location of the life support control terminals, but as it does so a warning initiates. "System Lock Out initiated. Terminal has been compromised. Self destruct initiated. Adjutant Sharpe: Think about what you're doing. Who's the real villain here? Defeated Adjutant Sharpe: Heh... you don't even see it... you're... just... like... us.

During combat Archon Dimitri: You are full of surprises, Character. I thought for sure you would have agonized over how to save your fellow heroes.. Archon Dimitri: But you don't have time for the weak, do you? Even though you could have saved them, stopping me was more important. They could have lived, all of them, but it was you who killed them. Combat end Archon Dimitri: It is a shame that their sacrifice will amount to nothing. Let me show you... Augh! No... What's happening!? Archon Dimitri crumples to the ground, awaiting your finishing blow.

Archon Dimitri Speaking with Archon Dimitri I... I don't understand. I am vampyri... How could you have beaten me? I had more than enough power... to destroy you! This isn't an experiment, Dimitri, there are variables you didn't consider. Heh... I was wrong... about a great many things... it seems. I am most... surprised... at how wrong I was... about you. I never anticipated that you... would take the path... of least resistance. You didn't even look for an alternative to sacrificing your comrades. So blinded by your pursuit of me... you used them... no... you murdered them, just to weaken me. You murdered them, I did what had to be done to stop you. To stop me? Oh... There were other ways. You just chose... not to see them. You did the simpler equation... to come to the conclusion... that you wanted so that the hard decision... was easier. Well bravo... you got me, but at such expense... your allies are dead, and I am beaten... such a waste just to capture me. Capture? No, you're going to die for your crimes. "Of course... how could I... expect mercy... from a man / woman... like y..." Without a moment's hesitation, you reach down and snap Archon Dimitri's neck. He immediately slumps, his life ended. There is no mercy for the merciless. After conversation Archon Dimitri: You... are truly... one... of us...

Debriefing

On entering Archon Dimitri's base, you found a security terminal and used the password from the PDA to access it. The records you found indicated that the abduction of heroes were linked directly to Archon Dimitri's new technology: the technology drains the power from superpowered individuals and transfers them to Dimitri, slowly killing the individuals in the process. You discovered that the entire system would collapse if the heroes were killed suddenly. Many of them were already on death's door, so you chose to sacrifice them in order to stop Archon Dimitri and destroy his technology. With Dimitri's power waning, but not shattered, you confronted and defeated him in a final showdown. He did not beg for his life when you took it, but did question whether you were a greater villain than himself. Preposterous!
