This is an enhancement in the Blaster's Wrath set. It can only be equipped on Blasters.
Unique: No more than one enhancement of this type may be slotted by a character.
Global: This enhancement functions as a set bonus and is always on, even if in a toggle that is turned off or even if the power is greyed out because of exemplaring. However, the bonus of this Special IO is turned off if one exemplars more than three levels below the level of the Special IO itself, unless it's from a PvP Set, in which case, level doesn't matter and it will always work.

How to Obtain
This enhancement cannot be bought from stores. It must be obtained by opening Heroes and Villains Super Packs, purchasing with Reward Merits, Alignment Merits, from another player at the Auction House, or by trading. It is not a drop.
