No, he's actually someone you can click on for dialogue, same as Fusionette, Faultline, and the contacts all standing around the outside of the room. Just flavor text, really, nothing that drives the mission. Bit of an odd duck. That's why I wasn't sure where to categorize him. You know, you would think he would have a faction of some sort, but my Target Window said otherwise.
