Description

For all powers: Increases Accuracy by 33%, Defense Buff effects by 20%, and Hold duration by 16.5%, and Taunt effects by 33%.

One half of these bonuses ignore the effects of enhancement diminishing returns.

This power also applies a Level Shift.
