Overview

The Civic Squad is a hero group villains fight during Westin Phipps' mission, Poison and Destroy Food for the Needy. The number of members that appear depend on the size of your team.

Villains face The Quest on his own in the Eliminate the returned home-town hero mission from Westin Phipps.

Marybell Eddison had been singing since she was little, and loved to make people happy with her song. Then her mutation kicked in, and her beautiful voice became a weapon capable of demolishing buildings. Some might have lapsed into despair, but the kindly words of her family pastor helped Marybell see her power for the gift it was. While she may not be able to make people happy with her song, now she can protect them with the power of her voice as Decibelle!

Dreadful Wail PBAoE, Extreme DMG(Energy/Smash), Foe Disorient, Self -Recovery
Your Dreadful Wail is so strong that most foes will be defeated by being subjected to it. Dreadful Wail deals massive damage to all nearby foes, although the damage does vary. Activating this power leaves you drained of Endurance, and unable to recover Endurance for a while. Damage: Extreme, Recharge: Very Long

Howl Ranged Cone, Medium DMG(Smashing/Energy)
A short range, but powerful sonic attack. Damage: High, Recharge: Slow

Scream Ranged, Moderate DoT(Smashing/Energy), -Resist, -Speed
Your Scream can cause serious damage to a target, while slowing their movement and weakening their resistance to further damage. Damage: Moderate(DoT), Recharge: Slow

Screech Ranged, Minor Damage (Smashing/Energy), Foe Disorient, -Res(All)
By bursting forth with this hypersonic Screech, you can disorient a target. Damage: Minor, Recharge: Slow

Shockwave Ranged (Cone), Minor DMG(Smashing/Energy), Foe Knockback
You can call forth a tremendous Shockwave that can knock down foes and deal some Smashing and Energy damage in a wide cone area. Damage: Minor, Recharge: Moderate

Shriek Ranged, Minor DMG(Smashing/Energy), -Resist, -Speed
You let forth a quick Shriek, damaging your target, weakening their damage resistance and slowing their movement speed.

Liquefy Ranged (Location AoE), Foe Knockback, -ACC, -DEF
You unleash a barrage of sonic waves on the Earth itself, generating a powerful, localized earthquake. Most foes that pass through the location will fall down. The violent shaking also reduces their Accuracy and Defense. Recharge: Slow

Sonic Barrier Ranged, Ally +Res(Smash, Lethal, Toxic)
This shield dramatically reduces the damage an ally takes from Smashing, Lethal, and Toxic attacks for a limited time. Multiple shields from the same hero cannot be stacked; however, the Sonic Barrier can be improved when another hero uses the same power. Can also be used in conjunction with your Sonic Haven. You cannot use this power on yourself. Recharge: Very Fast

Sonic Siphon Ranged, Foe -Res(All)
By setting up a constant vibration within the body of your foe, you weaken his Damage Resistance. Affected targets will take more damage from successful attacks. Recharge: Slow


Dr. Psychotron

Dr. Psychotron

Buster Melville was a promising medical student with a great future ahead of him. That is, until he was kidnapped by the Clockwork King and became the subject of the mad machine master's experiments to create loyal human subjects. Things looked hopeless until a battle with the mental heroine Aurora Borealis caused a feed-back loop that not only destroyed his control circuits, but opened the psionic potential latent in his mind. After finishing medical school, Buster decided to take up the heroic mantle himself, and now fights any would-be tyrant as Dr. Psychotron!

Dominate Hold
Psychic energy tears at your mind rendering you helpless, lost in your own mind and unable to defend yourself.

Levitate Ranged, Moderate DMG(Smash)
You can send a single target violently into the air, then slam him to the ground for Smashing damage. This power can bring flying foes to the ground. Damage: Moderate, Recharge: Moderate

Mass Hypnosis Sleep
The Hero has hypnotized you. You are helpless for a while, unless something snaps you out of it.

Terrify Ranged (Cone), Minor DMG(Psionic), Foe Fear(Special)
This power Terrifies foes within a cone area in front of you, causing them to tremble in Fear uncontrollably. The affect is so frightening and overwhelming, that the target takes real damage from the physiological response to this Psionic attack. Damage: Minor, Recharge: Slow

Total Domination Ranged, High DMG(Psionic), Foe Sleep
This powerful attack deals Psionic damage, and is so painful it usually renders its target unconscious. The victim is asleep, and will wake if disturbed. Damage: Superior, Recharge: Slow

Fortitude Ally +DEF, +DMG, +ACC, +Res(Disorient, Hold, Sleep, Immobilize, Fear, Confuse), +Perception
Heroes can greatly increase an ally's powers as well as increase their perception and resistances.

Heal Other Ally Heal
Heals a single targeted ally. You cannot use this power to heal yourself. Recharge: Fast

Healing Aura PBAoE, Team +Heal
Healing Aura restores some Hit Points to you and all nearby heroes. Healing Aura is not as potent as Heal Other, but can heal multiple targets at once. Recharge: Moderate

Regeneration Aura PBAoE, Ally +Regeneration
The Regeneration Aura dramatically increases the healing rate of all nearby heroes for a limited time. Emitting this Aura costs you a lot of Endurance, and it takes a long time to recharge. Recharge: Very Long

Trixie Watts had gone sailing around the world to try and forget all those she'd lost in the Rikti War. But when she was caught in a radioactive thunderstorm following an illegal Nemesis Army underwater atomic test, she found her life transformed. Trixie had gained the power to control electricity itself, and more importantly, the courage to make a difference.

Gale Ranged (Cone), Minor Damage (Smash), Foe Knockback
You can call forth a tremendous gust of Gale force winds that knock down foes and deal some smashing damage in a wide cone area. Damage: Minor, Recharge: Moderate.

Snow Storm Ranged (Targeted AoE), Foe -Speed, -Recharge, -Fly
While active, the chill from this Snow Storm can dramatically Slow the attack and movement speed of the target and all nearby foes. The torrent winds of the Snow Storm are enough to bring down flying foes. Recharge: Slow

Thunder Clap (Point Blank Area of Effect) Area of Effect Disorient
You can call forth a tremendous Thunder Clap that that will Disorient most foes in a large area around her for quite a while.

Lightning Storm Summon, High DMG(Energy), Foe -Endurance
You can create a massive Lightning Storm that will strike any foe that approaches you. Lightning from this storm can knock down and damage all nearby foes, and can even instill panic. Lightning bolts will continue to fall as long as the storm remains.

Charged Bolts Ranged, Moderate DMG(Energy), Foe -Endurance
You an quickly hurl small bolts of electricity at foes, dealing some damage and draining some Endurance. Some of this Endurance may transfer back to you. Charged Bolts deals light damage but recharges quickly. Damage: Moderate, Recharge: Fast

Lightning Bolt Ranged, High DMG(Energy), Foe -Endurance, Foe Knockback
You can send a large blast of electrical energy at a foe, dealing heavy damage and draining some Endurance. Some of this Endurance may transfer back to you. Lightning Bolt deals more damage than Charged Bolts, but recharges more slowly. Damage: High, Recharge: Moderate

Ball Lightning Ranged, Targeted Area of Effect (Energy), Foe -Endurance
Hurls a highly charged ball of lightning that explodes on contact. Ball Lightning deals good damage in an area and also drains some endurance from each target it hits. Damage: Moderate(DoT), Recharge: Slow

Tesla Cage Ranged, Minor DMG(Energy), Foe Hold, Foe -Endurance
Tesla Cage confines the target in an electrical prison. The target is overwhelmed by the electrical charge and is left helpless and can be attacked. The target is drained of some Endurance and some of that Endurance may be transferred back to you. Damage: Minor, Recharge: Moderate

Thunderous Blast Ranged (Targeted AoE), Extreme DMG(Energy), Foe -Endurance, -Recovery, Self -Recovery
You hurl a tremendously powerful bolt of lightning at a target, devastating all nearby foes. Thunderous Blast deals massive damage and drains a lot of Endurance from nearby foes. Activating this power leaves her drained of Endurance, and unable to recover Endurance for a while. Damage: Extreme, Recharge: Very Long

Energeist

Energeist

Born on a battlefield of the Rikti War, the strange being known only as Energeist is the living energy of dozens of meta human powers given physical form and sentient will. For a full year he travelled the ruins left behind by the war, absorbing spent power, gaining strength, and battling those who would take advantage of the desperate people displaced by the war. After meeting the Civic Squad, he joined their team to find a place for himself in the world.

A Barrage from the Hero has Disoriented you.

Bone Smasher Disorient
You have been Disoriented.

Energy Punch Disorient
An Energy Punch from the Hero has Disoriented you.

Total Focus Melee, Extreme DMG(Energy/Smash), Foe Disorient
Total Focus is complete mastery over Energy Melee. This is a very slow, but incredibly devastating attack that can knock out most opponents, leaving them Disoriented. Due to the exhausting nature of Total Focus, recharge time is very long. Damage: Extreme, Recharge: Long

Whirling Hands Disorient
A Whirling Hands attack from the Hero has Disoriented you.

Energy Torrent Cone Energy/Smash, Knockback
Unleashes a cone of energy that knocks foes back.

Laser Beam Eyes Ranged, Moderate DMG(Energy), Foe -DEF
You can emit Laser Beams from your eyes, dealing moderate Energy damage. This attack can reduce the target's Defense. You must have Conserve Power or Focused Accuracy before selecting this power. Damage: Moderate, Recharge: Fast

Temp Invulnerability Toggle: Self +Res(Smash, Lethal)
When you activate this power, you become highly resistant to Smashing and Lethal damage for a short duration. Recharge: Very Long

Unstoppable Self, +Res(Disorient, Sleep, Hold, Immobilize, All DMG but Psionics)
When you activate this power, you not only become extremely resistant to most damage, but also to Disorient, Immobilization, Hold, and Sleep effects. Endurance recovery is also increased. Unstoppable costs little Endurance to activate, but when it wears off you are left exhausted, and drained of almost all Health and Endurance. Recharge: Very Long

Unyielding Toggle: Self +Res(Knockback, Sleep, Disorient, Hold, Immobilize, Fire, Cold, Energy, Negative), Self -DEF
When you toggle on this power, you become Unyielding. You are resistant to Knockback, Sleep, Hold, Immobilize, Disorient effects, and Fire, Cold, Energy and Negative Energy damage, although your defiant stature means you are more likely to be hit. Recharge: Slow

Resistance Auto Res( S25 L25 F25 C25 E25 N25 T25 )
Heroes are resistant to lethal, smashing, energy, fire and cold damage.


Gravidian

Discovering you're the son of an alien is a difficult thing in the years following the Rikti War. For young Tensor Fields, it was the first thing in his life that made sense. He trained his native gravity-altering abilities under his father's tutelage, and took up the traditional heroic garb of his homeworld as his own. Now he upholds the high ideals of an advanced civilization as Gravidian!

Powers

Crush Immobilize, DoT(Smashing), -Fly
You are being Crushed. You are Immobilized, taking Smashing Damage over Time, and cannot Fly.

Crushing Field Ranged (Targeted AoE), Minor DoT(Smash), Foe Immobilize, -Fly
Creates a large gravitational field strong enough to Immobilize multiple foes. Crushing Field can also bring down flying entities. Slower and less damaging than Crush, but can capture multiple targets. Crushing Field deals Smashing damage over time and can Slow the movement of targets that escape its grasp. Damage: Minor(DoT), Recharge: Moderate

Gravity Distortion Ranged, Moderate DoT(Smash), Foe Hold, -Fly
Causes a single foe to be trapped in a misshapen gravity field, rendering him unable to take action. Gravity Distortion deals Smashing damage to the target. Damage: Moderate(DoT), Recharge: Moderate

Lift Ranged, Moderate DMG(Smash)
Negates the gravity around a single target. Lift violently sends an enemy straight into the air, then slams him to the ground for Smashing damage. This power can bring flying foes to the ground. Damage: Moderate, Recharge: Moderate

Propel Ranged Smash, Knockback
The Hero can open up a portal and pull in a heavy object that her can then levitate and propel at foes!

Singularity Summon Singularity: Ranged Control Special
You can create a very powerful Gravitational Singularity. The Singularity will engage your foes, assaulting them with various gravity powers. Any foes that attempt to approach the Singularity will be violently hurled away. The Singularity cannot be healed, but is highly resistant to all forms of damage and nearly impervious to Controlling type powers. Recharge: Very Long

Siphon Power -DMG
The Hero has Siphoned your power and reduced your damage potential to strengthen his own.

Siphon Speed -SPD
The Hero has Siphoned your speed and reduced your damage potential to increase its own.

Transfusion Ranged, Foe -End, -Regen, Team Heal
Transfusion drains an enemy of some Endurance and reduces the target's Regeneration rate, and transfers that energy, in the form of Hit Points, to all allies near the affected foe. You can use Transfusion to heal yourself as well as your allies. Recharge: Moderate

Max Action

The leader of the amazing superteam called the Civic Squad, Max Action is a one-man war on crime. Though he has lead the Civic Squad for several years, Max Action's true history is a closely guarded secret. Rumors claim he may be a genetically engineered super-soldier, a movie action hero who escaped to the real world, or just a determined man who's pushed human ability to it's limit. One thing's beyond debate, though: his advanced martial arts abilities and finely honed reflexes place him among the most dangerous one-on-one combatants in the world.

You can perform a strong Thunder Kick that hits so hard it can Disorient your target. Damage: Minor, Recharge: Fast

Storm Kick Melee, Moderate DMG(Smash)
You can unleash a roundhouse kick that pummels your foe for moderate damage. Damage: Moderate, Recharge: Medium

Cobra Strike Melee, Minor DMG(Smash), Foe Disorient
Using intense martial arts focus, you can perform a Cobra Strike that deals minor damage, but has a great chance of Disorienting your target. Damage: Minor, Recharge: Slow

Crane Kick Melee, High DMG(Smash), Knockback
You can perform a slow, high damage kick that will likely knock your target back. Damage: High, Recharge: Moderate

Dragons Tail PBAoE Melee, Moderate DMG(Smash), Foe Knockback
This low spinning kick deals the same damage as Thunder Kick, but has a chance to hit all enemies in melee range. Successful hits will trip and knock down your opponents. Damage: Moderate, Recharge: Slow

Eagles Claw Melee, Superior DMG(Smash), Foe Minor Disorient, +Special
You can perform a devastating kick that can severely Disorient most opponents. Eagle's Claw has an exceptionally good critical hit capability, better than other Martial Arts attacks, that can sometimes deal double damage. Damage: Superior, Recharge: Slow

Focused Fighting Toggle: Self +DEF(Melee), Res(Confuse, DeBuff DEF)
YYou become more evasive to melee attacks while you have Focused Fighting activated. This will increase your Defense versus melee as long as it is active. Your Focus also offers you resistance to Confuse effects and DeBuffs to Defense. Recharge: Fast

Focused Senses Toggle: Self +DEF(Ranged), +Perception, Res(DeBuff DEF)
You become more evasive against ranged attacks while you have Focused Senses activated. This will increase your Defense versus ranged attacks as long as it is active. Your Improved Senses also allow you to perceive stealthy foes as well as resist Defense DeBuffs. Recharge: Fast

Agile Self +DEF(Ranged), Res(DeBuff DEF), Res(Damage, Special)
You become innately more Agile, and are able to naturally avoid some ranged attacks and resist Defense DeBuffs. Your Agility also grants you minor Damage Resistance to all damage except Toxic and Psionic. This Damage Resistance is only available as you loose Health but it improves as your HP declines. This power is always on, and will permanently increase your Defense versus ranged attacks.

Dodge Self +DEF(Melee), Res(DeBuff DEF), Res(Damage, Special)
You have the ability to innately Dodge some melee attacks and you resist Defense DeBuffs. Dodge also grants you minor Damage Resistance to all damage except Toxic and Psionic. This Damage Resistance is only available as you loose Health but it improves as your HP declines. This power is always on, and will permanently increase your Defense versus melee attacks.

Quickness Auto: Self +Recharge, +SPD, Res (Slow)
Your Quick reflexes allow you to move faster than normal, as well as resist slow effects. This power is always on and permanently increases your attack rate and movement speed.

Lucky Auto: Self +DEF(vs. AoE), Res(DeBuff DEF), Res(Damage, Special)
Your superior reflexes make you seem incredibly Lucky. Lucky improves your Defense to Area of Effect attacks and grants you resistance to Defense DeBuffs. Lucky also grants you minor Damage Resistance to all damage except Toxic and Psionic. This Damage Resistance is only available as you loose Health but it improves as your HP declines. This power is always on, and permanently increases your chance to evade area effects and cone shaped attacks.

Elude Self +DEF, + SPD, +Recovery, Res(DeBuff DEF), +Special
You can improve your reflexes, making yourself so quick you can Elude almost any attack, be it ranged, melee, or area effect. Your running speed, jumping height, and Endurance Recovery are also increased. Elude also grants you high resistance to Defense DeBuffs. When Elude wears off, you are left drained of all Endurance and unable to Recover Endurance for a while. Recharge: Very Long

Shuriken Ranged, Minor DMG(Lethal)
A classic small throwing weapon, you can throw Shurikens at a pretty fast fire rate. Damage: Minor, Recharge: Fast

Exploding Shuriken Ranged (Targeted AoE), Moderate DMG(Lethal)
This small throwing star is rigged to explode on impact. Damage: Moderate, Recharge: Moderate


Mechannie

Mechannie

The robotic 'daughter' of crimefighting inventor and gunslinger Sergio 'Sixtygun' Seiger, Mechannie Seiger carries on her father's crusade to bring justice to any outlaw who crosses her path. Her robotic body makes her nearly indestructivle, but it's her fun-loving attitude and a heart the size of Texas that makes her truly unstoppable. When she's not fighting crime, Mechannie can often be seen at DJ Zero's Paragon Dance Party, dancing the night away.

Foot Stomp PBAoE Melee, Moderate DMG(Smash), Knockback
Heroes can use their superior leg strength to stomp the ground, quaking the earth itself. This is a localized attack against everything in melee range.

Hand Clap Disorient
You have been Disoriented.

Haymaker Melee Smash, Knockback
The Haymaker is a slow attack, but makes up for it with a greater damage and a high chance of Knockback.

Hurl Ranged, Moderate DMG(Smash), Knockback
You are able to tear up a chunk of ground beneath your feet and Hurl it at an enemy. This attack is close ranged, deals moderate damage, and can knock foes back. Damage: Heavy, Recharge: Moderate

Jab Disorient
You have been Disoriented.

Knockout Blow Hold
The Hero has hit you with a Knockout Blow. You are Held.

Punch Melee Smash, Knockback
A Super Strength Punch is a powerful pummeling attack, and it may knocks foes off their feet.

Temp Invulnerability Toggle: Self +Res(Smash, Lethal)
When you activate this power, you become highly resistant to Smashing and Lethal damage for a short duration. Recharge: Very Long

The Quest

The Quest

Young orphan Jimmy Blankenship grew up in the Rogue Isles, surving by his street smarts and the kind help of Westin Phipps' Haven House. He might have even found a life in the isles, until the day Arachnos troops took the woman he loved away for forcible induction into Fortunatas. He nearly died trying to save her, but still failed. On the run from Arachnos, he escaped the Isles and found his way to Paragon City. There he trained under combat masters and found his personal desire for revenge transformed into a larger quest for justice.

This low spinning kick deals the same damage as Thunder Kick, but has a chance to hit all enemies in melee range. Successful hits will trip and knock down your opponents. Damage: Moderate, Recharge: Slow

Unleashes a flurry of quick kicks to pummel your foe.

Shurikens Cone Lethal
Three thrown dagger that can hit multiple targets.

Exploding Shuriken Ranged (Targeted AoE), Moderate DMG(Lethal)
This small throwing star is rigged to explode on impact. You must have two other Weapon Mastery Powers before selecting this power. Damage: Moderate, Recharge: Moderate

Elude Self +DEF, +Special
You can improve your reflexes, making yourself so quick you can Elude almost any attack, be it ranged, melee, or area effect. Your running speed and jumping height are also increased. When Elude wears off, you are left drained of all Endurance and unable to Recover Endurance for a while. Recharge: Slow

Inner Focus Toggle: Self +DEF(Melee, Ranged, AoE), Res(Confuse), +Perception
You become more evasive to melee, ranged attacks, area effect attacks and cone shaped attacks. Your Focus also offers you resistance to Confuse effects and allows you to perceive stealthy foes.

Quickness Auto: Self +Recharge, +SPD, Res (Slow)
Your Quick reflexes allow you to move faster than normal, as well as resist slow effects. This power is always on and permanently increases your attack rate and movement speed.


Rosewood

Rosewood

The strange plant-woman called Rosewood was found as a seedling in an abandoned greenhouse in the back woods of Oregon by a high school science club on a backpacking trip. She was raised by that class and succeeding classes, and eventually graduated from that very school with top honors and a scholarship to Paragon City University. She soon found herself hunted by the Circle of Thorns, and decided to take the fight back to them, and anyone who would endanger the helpless.

Your Attack and Movement speed are reduced by the Spines. The Toxins may leave you immobilized.

Your Attack and Movement speed are reduced by the Spines. The Toxins may leave you immobilized.

Lunge DoT(Toxic), -SPD, -Recharge
Your Attack and Movement speed are reduced by the Spines. The Toxins may leave you immobilized.

Quills Toggle: PBAoE, Minor DoT(Lethal), Foe -Speed, -Recharge
While this power is active, you will constantly fire dozens of Spines in all directions. These Spines do minor damage, but can poison all foes in close range. Spine poison Slows affected foes. Damage: Minor(DoT), Recharge: Slow

Ripper DoT(Toxic), -SPD, -Recharge
Your Attack and Movement speed are reduced by the Spines. The Toxins may leave you immobilized.

Spine Burst PBAoE Melee, Moderate DMG(Lethal), DoT(Toxic), -SPD, -Recharge
You can fling dozens of Spines in all directions. These Spines only travel a short distance, but they can deal moderate damage and poison any target close to you. Spine poison deals additional Toxic damage and Slows affected foes. Damage: Moderate, Recharge: Slow

Spine Throwing -SPD, -Recharge
Your Attack and Movement speed are reduced by the Spines. The Toxins may leave you immobilized.

Reconstruction Self Heal, +Res(Toxic)
Heroes can concentrate for a few moments to heal themselves.

Regeneration Auto: Self +Recovery, +Regen
You recover Health and Endurance at a faster rate than normal. This power is always on.

Revive Self Rez
Should a hero fall in battle, they can Revive themselves from the brink of death.
