Top Cow Productions published twenty issues of the City of Heroes comic book. The focus this time was mostly on the signature heroes in the game which comprised the Freedom Phalanx and the Vindicators and their daily struggles to protect Paragon City. The comic ended with Issue #20. Because the comics dealt more with signature heroes and villains, this series was able to provide much more insight and back story for several characters and areas of the game vs. the first series. Many people worked on this project, including Troy Hickman and David Nakayama, among others.
