Overview

Hopkins is a Crey Archvillain.

Heroes can find him at the end of the Manticore Task Force, in the mission Defeat Hopkins and his minions.

Villains can find him at the end of Viridian's Storyarc, in the mission Secure the Conference.

Description

Hopkins is the devoted servant and bodyguard of the mysterious Countess Crey. Since the day he was hired, he's been at her side constantly, rarely venturing outside the range of of her voice. Hopkins is clearly the second in command in the Crey hierachy.

Before combat: "I will show them what happens when they threaten the countess."
Combat start:
"Going after Countess Crey is the last mistake will you ever make. Task Force Name?"
"Task Force Morituri, more like."
First blood: "You're going down!"

Reference: Morituri is the plural of a Latin word meaning "about to die". This dialogue is probably an allusion to the Marvel Comics series Strikeforce: Morituri.
