The Viewing portal adds 120 control to the base while using up 150 power. After making it you will be spending 322,000 prestige to place it. I am going to assume at this point that it can only be added tot he orbits of control and not the mystic adviser. I will update you on this when I spend a lot of extra money trying to screw up my base a little more.
