iakona is a user on the CoH official forums who has been providing data to the community about the mechanics behind CoX since early 2006. Together with RedTomax and GuiltTrip, iakona helped develop the City of Data, which is widely recognized as the most complete and accurate source of power data available anywhere on the web.
For those familiar with iakona's Power Data Standardization project, you can download an excel spreadsheet showing all the AT/Rank-based values in the game (all players and critters). This spreadsheet is a compilation of all the data posted in the PDS thread, plus a whole lot more that hasn't been posted.
