The Steampunk Booster was announced as part of the live 7th anniversary UStream developer chat. According to the announcement, the pack will include

• more detailed faces
• new Victorian clothing options
• new weapon customization options
• an animated backpack
• new mechanical wings
• auras: clunker, oil, Victorian decor
• new emotes
• two new costume change emotes: Oil Strike, Steam Jet
• a Steam Jump travel power
