Halox Von Horn is an NPC found in Atlas Park after the launch of Issue 21 at an exterior corner of City Hall at coordinates (298, 32, -709). He looks like a magic-origin hero in a purple and green costume. He is seen talking to several reporters. The player cannot interact with Halox Von Horn.
