This is a mid-level salvage item. It will drop from enemies between levels 20 and 39. You will have a higher chance of getting this item from Arcane enemies between levels 26 and 34.
The best place for heroes to hunt for this salvage item is Croatoa.
Enemy groups that will drop Arcane salvage only: Banished Pantheon, Cabal, Cap au Diable Demons, Carnival of Shadows, Circle of Thorns, Fir Bolg, Ghosts, Hellions, Lanaruu, Minions of Igneous, Psychic Clockwork, Red Caps, Rularuu, Slag Golems, Snakes, Spectral Pirates, Tsoo, Tuatha de Dannan, Wailers, Warriors.
Enemy groups that will drop Arcane and Technological salvage: Arachnos, Clockwork, Longbow, Scrapyarders, Void Hunters.
