The arc at the top of the current image usually indicates a buff.  I think the arc should be at the bottom of the image.  To follow the iconography that CoH seems to have established, I believe this icon should be rotated 180 degrees.

:I pulled the icon directly from the Accuracy IO icon.  For comparison:

:While you may be debuffing the ToHit of your target, the set is improving your accuracy, so I used the Accuracy overlay on the iccon.  That's not to say I can't flip the image, but I can't think of anywhere that the Accuracy icon is displayed with the arc at the bottom.  But if there's a general consensus that everyone would like to see it flipped (or, for that matter see a different overlay on the icon altogether), it'll only take me about 30 seconds to put it together.  --[[User:Eabrace|Eabrace]] 05:51, 23 November 2008 (UTC)

I pulled the icon directly from the Accuracy IO icon. For comparison:
