Dr. Franks is a captive under Longbow and Paragon Police care that you must kidnap. Dr. Franks is a scientist working in the SERAPH division within Paragon City, with the faction of Valuable Scientist.
He can be found on the third Patron arc mission from Ghost Widow, Kidnap Dr. Franks.
