Awarded after Respec
The Transmogrified badge is not awarded until after a character uses a respec for the first time. The Received the Stalwart Medallion Badge text will change, but think about it... the text can't change unless it's already been awarded. - A character gets Transmogrified when completing their first respec trial, regardless of reward choice.
