Overview

Pandora's Box has been opened unleashing the Genesis Wave, vast amounts of primordial energy that ripple through the very fabric of reality. The Genesis Wave empowers those that it touches, be they good or evil. Rebirth Issue 6: Dawn of Genesis unlocks a brand new incarnate power--GENESIS. Players will face new threats throughout City of Heroes/Villains brought forth from the Genesis Wave creating newly incarnated foes. That's just the beginning there's so much more.


New Incarnate Power: Genesis

Genesis holds the power of creation. By wielding this power, Genesis enhances the effects of one of your other Incarnate abilities, while also granting a new version of that Incarnate ability. Genesis Incarnate abilities may not be as strong as the original Incarnate abilities that they emulate but they can be used anytime--even while exemplaring.

Rebirth Issue 6 introduces Genesis with four types of Incarnate power trees to choose from.

  • Common Data: Increases Lore pet's damage and Max HP. Grants Data pets from the Well of the Furies to serve you.
  • Common Fate: Increases Destiny effects. Grants power Fate PBAoE Ally Buffs.
  • Common Socket: Increases Interface proc chances, Max HP and Max Endurance. Adds Socket power to most damaging attacks.
  • Common Verdict: Increases Judgement damage. Grants power Verdict AoE Damage.

Unlock Genesis with the new Advanced Physical Incarnate experience available in the Magisterium, Dark Astoria, Number Six story arc, or Pandora Energy.

Genesis Wave Encounters

Coalesced Primordial Energy has started appearing throughout time and space unleashing great power on anyone basking in the glow of this energy. You might find Coalesced Primordial Energy and the foes it empowers during Task Forces, Strike Forces, while monitoring police bands or newspaper missions, or while traveling through time on behalf of the Menders of Ouroboros.

Coalesced Primordial Energy awakens the hidden potential of those it touches in ways that none imagined. Where Coalesced Primordial Energy appears your rivals will suddenly become a fierce force to contend with--manifesting as level shifts and buffs. Defeat them to start unlocking your incarnate powers or to progress to the next tier. Then claim the Coalesced Primordial Energy for yourself/allies and receive several lucrative rewards.

  • Genesis Wave encounters will only have a chance to spawn IF a character on the team is level 50 OR if a character on the team has completed SSA Vol. 2 Chapter 3 (the opening of Pandora's Box).
  • Coalesced Primordial Energy (aka Pandora Altars) have a greater chance to appear the bigger the team size.
  • Primordial Energy can be emitted in small, medium, and large amounts, resulting in varying amounts of buffs to your enemies. The amount has a greater chance to be bigger the larger the team size.
  • Defeat the foes and drain the altar of its Energy to give yourself and your team lucrative rewards. By doing so you'll receive: Incarnate XP if your character is already level 50, a large amount of Influence, a rare recipe drop, and a temporary Pandora Buff for the remainder of the mission.

New Challenges, New 'Master of' Badges, and New Alpha Component Incarnate Path

  • Three new challenge settings: 'No Set Bonuses', 'No Incarnate Powers', and 'No Incarnate and Temporary Powers', pave the way for more challenging gameplay, dozens of new badges, new unique and better rewards, and the first-ever alpha component incarnate path.
  • Interface, Lore, Judgement, and Destiny now have Alpha component recipes through tier 4.
  • Earn 24 new "Master of" badges using the following challenge setting combinations:

Completing any new challenge combination will earn greater rewards and access to high tiers of Alpha components as choices.

Note: You can still earn the reward choices (except for badges) even if you are defeated by completing the Task Force/Strike Force with all of the above challenges enabled.

Notes:

  • Completing a Secret Master of challenge while that task/strike force is the weekly strike target will reward an additional Challenge IO.
  • Completing a Secret Master of challenge with the 'zero defeats' requirement intact will reward an additional Challenge IO.
  • The Reward Merit choice works like any other TF and will only reward half the value when claimed more than one time per 20 hours per challenge tier.
  • Uncommon Alpha components (located under the True Master rewards) can only be claimed once every 72 hours.
  • Limited: Each Notice and Favor of the Well reward may only be claimed once per character (ever) per task force.
  • This expanded reward structure replaces the random purple recipe drop added in Ri2. Standard 'master of' completions once more reward only the associated badge.

New Challenge Enhancement Sets

Challenge Enhancements are a whole new type of enhancement set that comes with a full set of set bonuses and also a full set of secondary set bonuses called (Challenge) set bonuses. Challenge set bonuses function anytime that challenge settings are enabled. These special set bonuses even remain active when using the new 'No Set Bonuses' challenge.

Liberty's Belt

IO Liberty's Belt.png Liberty's Belt is a Resistance set with effects available from levels 25 to 50. Liberty's Belt offers massive strength to those seeking its unique enhancement style within this category. These enhancements can be obtained by completing the Secret Master of Ms. Liberty Task Force or the Secret Master of Lord Recluse Strike Force.

Inexhaustibility

IO Inexhaustibility.png Inexhaustibility is a Special Enhancement among enhancements. Inexhaustibility adds an entirely new enhancement category called Rest Buff. This enhancement's effects are available from levels 2 to 50. Inexhaustibility can be obtained by completing Secret Master of 5th Column Task Force or Strike Force.

Enhancements: Inexhaustibility: Out of Combat +Hit Points/Endurance Unique: No more than 1 enhancement of this type may be slotted by a character. Slotting this enhancement into Rest will give the user a chance to recover Hit Points and Endurance at a rapid rate if they've been out of combat for 30 seconds or more. in a PvP zone the player will gain a chance to receive a dramatic boost to regeneration instead of the healing effect triggered by this power. NOTE: Inexhaustibility can only be slotted into Rest and Rest does not need to be activated for this power's effect to be triggered.

Imperial Might

IO Imperial Might.png Imperial Might is a Knockback set with effects available from levels 17 to 50. This enhancement set features higher Accuracy, Endurance Reduction, and Recharge Time Reduction than other Knockback sets in exchange for not enhancing damage. Its unique proc converts Knockback into Knockdown. Additionally, it possesses the signature 6th set bonus Total Might which converts all Knockback enhancements into Damage enhancements in the slotted power. These enhancements can be obtained by completing the Secret Master of Imperious Task Force.

Forced Indoctrination

IO Forced Indoctrination.png Forced Indoctrination is the first ever Universal Control Duration set with effects available from levels 10 to 50. It can be slotted into any power that accepts immobilize, sleep, stun, hold, fear, or confuse. This unique enhancement set features Control Duration which enhancements the power of any control effects, and also enhances a power's Damage, Accuracy, Endurance Reduction, and Recharge Time Reduction. Its proc is a chance for Psionic Damage, further increasing the set's damage-mindedness. These enhancements can be obtained by completing the Secret Master of the Lady Grey Task Force.

Rebirth of the Community Information Kiosk

Community Information Kiosks were originally functional in-game leaderboards for tracking player stats released in Issue 2: A Shadow of the Past during the original run of the game. They were removed from the original game after causing performance issues. Special thanks to Pazaz for restoring their functionality.

With Rebirth issue 6, the long-dormant Kiosks spring to life once more! Kiosks will be present on both hero and villain sides. Players will be able to compete for spots on the leadership boards in areas such as:

  • Top Ten 'Victors' - Highest Overall Scores
  • Top Ten 'Punishers' - Most Damage Given
  • Top Ten 'Healers' - Most Healing Given
  • Top Ten 'Nemeses' - Most Mobs Defeated
  • Top Ten 'Arena' - Most Players Defeated

We can't wait to see who'll be the City's top punishers!

Martial Prowess

Martial Prowess is an Epic power pool that has been expanded to Tankers and Brutes. Your experience in melee combat and your drive to improve have given you access to new techniques from various disciplines. You utilize skills from archers and warriors of the medieval age to ninjitsu techniques of the shinobi.

Throwing Dagger

  • Ranged Immobilize, Minor DOT(Lethal), -Regen
  • Scouts and warriors have used small throwing blades to distract and weaken since metal was first smelted. You throw a knife to strike at a vital point on your foe. This causes a wound that immobilizes, deals minor lethal damage over time, and reduces their ability to regenerate. Recharge: Moderate

Battle Hardened

  • Auto: +Max HP, +Max End
  • Your experience in combat has given you strength and stamina! This power costs no endurance and increases your Max HP and Endurance.

Bodkin Bolt

  • Ranged, High DMG(Lethal), -Def (All), -Res(All)
  • You employ a crossbow to launch an armor-piercing bodkin bolt at your target. This will strike for high damage and leave the enemy with less resistance and defense for a short while. You must be level 41 and own Throwing Dagger or Battle Hardened to purchase this power. Damage: High, Recharge: High

Art of War (Tankers only)

  • Auto: Global Chance of +DMG (all), +End Discount
  • Your practiced moves allow you to get into a rhythm that blends a perfect combination of offense and defense. Every attack you make has a high chance of increasing your damage (all) and endurance discount for 10 seconds as your rhythm makes your attacks more efficient. This effect stacks 3 times. You must be level 41 and own Throwing Dagger or Battle Hardened to purchase this power.

Note: This power is exclusive to Tankers

Reckless Abandon (Brutes only)

  • Self +Fury
  • You succumb to your rage and begin fighting with no regard for your well-being. This power gives you a large amount of Fury. You sacrifice a portion of your health in your ferocity. You must be level 41 and own Throwing Dagger or Battle Hardened to purchase this power. Recharge: Long

Note: This power is exclusive to Brutes

Valiance

  • Toggle: Self +Regen; Ally +Regen, +Res (Fear, Confuse)
  • You prefer to lead by example; inspiring others by your presence and bravery. While this power is active you will gain regeneration. Allies in your vicinity will gain regeneration and resistance to fear and confuse effects. You must be level 44 and own two other powers from Martial Prowess to purchase.

Epic Pool Power Proliferation: Munitions Mastery

Munitions Mastery is an epic power pool that has been expanded to Guardians. Your Mastery of weapons and Munitions gives you tools to blast your foes and increase your capabilities.

Taser Jolt

  • Melee, High DMG (Energy), Foe Disorient
  • Blasts the target with a high-voltage discharge from a powerful handheld stun gun. This melee attack deals high Energy damage and will Disorient most opponents. Damage: High, Recharge: Slow

Attack Munitions

  • Ranged (Targeted AoE), Moderate DMG (Lethal/Smash OR Lethal), Knockback, Special
  • You have access to a variety of munitions to blast groups of foes. By default this power will throw a hand grenade at your foes, dealing moderate Smashing and Lethal damage to all foes within the blast radius and potentially knocking them back. If you are trained in Military Assault, this power will instead fire the grenade from under the barrel of your Assault Rifle. If you are trained in Gun Fu, when using this power you will instead use specialized ammo and your training to fire an arcing Bullet Rain from your pistols, dealing moderate Lethal damage to all foes in the attack's radius and possibly knocking them back. Damage: Moderate, Recharge: Slow

Superior Conditioning

  • Auto: Self +Endurance
  • Your Superior Conditioning has increased your maximum endurance by 5%. You must be level 41 and have Taser Jolt or Attack Munitions before selecting this power.

Targeting Drone

  • Toggle: Self +To Hit, +Perception, Res(DeBuff To Hit)
  • When this device is activated, the small Targeting Drone hovers around your head and emits targeting laser sights. The lasers can dramatically improve your chance to hit and increase your perception, allowing you to better see stealthy foes. Targeting Drone also grants you resistance to powers that debuff your chance to hit. This is a toggle power and must be activated and deactivated manually. Like all toggle powers, Targeting Drone costs endurance while active. You must be level 41 and have Taser Jolt or Attack Munitions before selecting this power. Recharge: Slow

Surveillance

  • Ranged, Foe -DEF, -RES (All)
  • When this power is activated, you focus your senses to analyze your target's defensive capabilities and discover their weaknesses. By sharing your knowledge of the target's weaknesses with your teammates, you effectively reduce their defense and resistance to damage. Your Combat Attributes Window will also show the combat attributes of the target. You must be level 44 and have two other Munitions Mastery Powers before selecting this power. Recharge: Slow

Broadsword and Katana Proliferation

Power Set Proliferation has made Broadsword and Katana available to the Tanker Archetype.

Power Info Emergence

We have significantly enhanced the user interface for power information to provide players with a wider range of data. Ever since its initial release in Issue 12, players have had access to real-time power information through the power user interface. As powers became more complex, the user interface became inadequate in conveying this information. Although secondary resources like MIDS and Red Tomax’s City of Data are invaluable resources, we believe that you should have all power information at your fingertips without needing to go to secondary resources for information. In Rebirth Issue 6, we're taking a significant step toward this goal and have added the following functionality:

  • A number of powers with blank detailed info will now show up.
  • Power redirects, in which one power becomes a different power under certain circumstances, can now be displayed.
  • When a power grants a state, the UI can now show how long that state lasts.
  • Variable effects based on stacks of a power can now be displayed.
  • When a power’s effects have different target areas, that can now be displayed.
  • Activate periods on toggles and auto powers are now displayed (which impact how often an effect fires).
  • For this issue, special attention was given to Beam Rifle, Force Fields, Peacebringers, Psionic Melee, Radiation Armor, Radiation Melee, Savage Melee, Trick Arrow, Warshades, Water Blast, Water Control, and Wind Control.

Costumes

New Costume Parts

We've added a number of new costume pieces that are sure to help fill thematic gaps!

  • Turtleneck Collar for Male and Female (Detail 2)
  • Leather, Fleece, Cotton, Zipped Fleece, and Zipped Cotton variants
  • Headscarf for Male and Female (Hair/Detail 2)
  • Hair variant has an extra colorable layer underneath the hood, Detail 2 variant is tight to the head and fits under hats/helmets
  • Graphic Cropped Tee for Female (Upper Body Detail)
  • Features most chest emblems as shirt prints! Will be updated with the full library over time (This is a deeply tedious process, forgive me)
  • Fingerless Tights for all body types
  • Supports glove diversification sub-textures, and patterns over the fingerless tights
  • Master & Apprentice Robes for Male and Female characters (Upper Body Detail)
  • Monk/Martial Arts robes worn with one side down at the hip. Short and Long sleeve variants
  • Sarashi for Male, Female, and Huge (Chest Detail)
  • Japanese-style cloth bindings around the chest and midsection. Male and Huge have one variant wrapping everything below the pecs, Female has 4 variants with different coverages around the midsection and bust.

Updated Costume Parts

  • Fighter Gloves are now available on both Male and Huge body types. They can also be paired with Jackets for all three body types. Additionally, finger textures have been integrated into the Fighter Gloves allowing you to choose hundreds of variations.
  • The Shinobi Scarf and Shinobi Headband/Blindfold can now be paired with Full Mask, Half Helmet, and Full Helmet categories.
  • In the Jackets category, added No Undershirt option to Casual Blazer, Tights Option to Short Sleeve, and Harness chest detail (female body type only).

Detail (2) Expansions

  • Certain Face Detail 2 options for Male and Female are now nested in sub-categories, as opposed to listing separately. If you're not finding one in the menu, it's probably in a sub-menu! This was a technical change necessitated by certain Detail 2 work.
  • Shinobi Scarf's "For Capes" variant is now a sub-option
  • Bubble Helmet's breather and tube variants are now sub-options
  • Cosmic Corsair's Tube variant is now a sub-option
  • Metal Plate is now a sub-option of Plate
  • Turtleneck Collar's texture variants are all sub-options

Quality of Life Changes

  • Vigilance: Defender's inherent now receives a 10% endurance discount for the first three teammates and reduce the per health discount to 0.55.
  • Training, Dual Origin, and Single Origin Enhancements will degrade a whole lot slower.
  • Expanded the number of levels for the loss of effectiveness of TO/DO/SO enhancement boosts so they wear out gradually over nine levels below the character's level.
  • Expanded the level above effectiveness by 1 to permit leveling characters to slot TO/DO/SO drop at the max level of their content. This prevents a situation where both current enhancements could expire while a character is leveling and receiving drops that they cannot slot for another level yet.
  • Titan and Hydra enhancements have been expanded up to level 50.
  • Titan and Hydra enhancements will now drop at player level rather than critter level.
  • All players that participate in the Eden Trial and the Abandoned Sewer Trial can now claim the Titan/Hydra reward option. (Previously limited to level 40.)
  • Easily pair gloves together with the click of a button.
  • A new option lets you disable the blinking email notification. Plus, emails will no longer discard claimed items when there isn't enough space in your inventory.
  • Reduced the respawn rate on enemy encounters in Atlas Park and Mercy Island from 20 seconds to 60 seconds.
  • Added unique load screens for the new Synapse TF.
  • Apex & Tin Mage TFs: reduced the time for the Incarnate Debuff to wear off once an Alpha ability is slotted or upon entering the map with an Alpha ability already slotted.

Attract Added to Powers

Black Hole (Controller, Corruptor, Defender, Mastermind, Ghost Widow)

  • Now attracts foes inward towards the center of the black hole.
  • Radius increased from 20 to 25.
  • Allies that step inside the radius of the Black Hole will be phase-shifted like foes.
  • Now accepts Immobilize enhancements.

Whirlwind (Wind Control Vortex, Synapse, Cyrus Thompson)

  • Now has a 25ft Attract radius.
  • Vortex's Attract radius is 20 ft.

Quicksand (Controller, Dominator, Guardian, Tanker, Brute, Mobs)

  • Now attracts foes inward towards the center

Singularity Pet (Controller, Dominator, Mobs)

  • Now attracts foes inward towards the center from up to 20 ft away.

Warshade Powers:

Gravimetric Snare (Normal Form Only)

  • Now attracts foes toward the caster

Gravitic Emanation (Normal Form Only)

  • Exchanged its knockback to attract affected foes toward the caster. No longer accepts knockback enhancement.

Gravity Well (Normal Form Only):

  • Now has a 15 ft Attract radius, pulling foes towards the original target.
  • This power's hold and slow effects now hit up to 5 foes within 15 ft of the target.

Clear Mind (Controller, Defender):

  • Now provides a minor amount of defense to Psionics to the target and nearby allies.
  • Mez protection effects only apply to the target.

Bug Fixes

General

  • Magisterium Incarnate Trial: Added a period of Untouchable to Tyrant while he is depowering.
  • Task Forces and Strike Forces now display the correct minimum team size requirements. (4 in most cases)
  • Underground Trial should now remove "Glowing Lichen" temporary power upon completion
  • The badge tracking window should now remember its position even after zoning
  • The selection window in Ouroboros should no longer randomly refuse to let you select flashbacks.

Powers

  • Wind Control's Clear Skies icon will now only appear in the status bar when the power is active.
  • Radiation Assault's Contamination Immunity lockout has been removed. This was a remnant from early iterations of radiation powers and was inconsistent with other radiation melee sets
  • Stalker Savage Melee’s Blood Frenzy will now correctly account for stacks. In general, this should mean more damage from powers that scale based on stacks of Blood Frenzy
  • Teleport bonuses for owning multiple powers in the Teleportation Pool will now grant properly.
  • Archery’s Ranged Shot instant snipe highlighting restored.
  • Kismet’s +To Hit enhancement, now correctly references +To Hit. Previously, it erroneously referenced Accuracy.

New Enhancement Sets

IO Rolling Barrage.png Rolling Barrage

Rolling Barrage is an uncommon Targeted AoE set available from level 25 to 50. Rolling Barrage offers new combinations of enhancements within this category, while also expanding the set bonus variety for Targeted AoEs. This set's recipes drop from normal content and can also be obtained at various merit vendors.

IO Synapse's Agility.png Synapse's Agility

The Synapse's Agility Universal Travel set adds new recharge enhancement options in this category and is available from level 10 to 50. This set's recipes can be obtained by successfully completing Task Forces or Strike Forces with Time Limit challenges enabled. Learn more in the Speed Run Challenges section.

Speed Run Challenge Rewards

Upon successfully completing Task Forces or Strike Forces with Speed Run challenges enabled you'll receive a random travel recipe.

Different types of travel recipes appear more or less frequently depending on whether the Speed Run Challenge was set to Gold, Silver, or Bronze. Bronze features the highest chance for Running, Jumping, Flying, and Teleporting recipes Silver features improved chances for Universal Travel recipes Gold features improved chances for exclusive Speed Run Challenge recipes

Task Forces and Strike Forces have new times for challenge settings to make each one more obtainable while still presenting a reasonable challenge.

Synapse's Agility recipes are an exclusive Speed Run Challenge reward.

Running, Jumping, and Flying speed caps have all been raised by 400%!


Speed

Flurry

  • Melee (Cone), High DoT(Smash), Self +Def(Melee, Lethal), Special
  • Attack type changed from single-target melee to narrow melee cone. It now accepts PbAoE enhancements instead of Melee enhancements.
  • Added a short duration +Def(Melee, Lethal) similar to Parry. Flurry now accepts Defense enhancements.
  • Increased damage from .143 to .2695 per tick
  • Increased endurance cost from 5.46 to 14.01
  • Increased recharge time from 3s to 14s
  • Removed the chance for stun
  • Burnout Special Effect: Flurry instantly recharges for 10s immediately after Burnout is activated

Hasten

  • Self +Recharge, +SPD
  • Added moderate move speed increase. Hasten now accepts Run and Universal Travel enhancements.
  • Increased crash cost from 15 to 25 endurance to bring it in line with other crashes.

Whirlwind

  • Toggle: PBAoE, Moderate DMG(Smash/Energy), Foe Attract, Knockback, Stun, (Special)
  • Expanded PBAoE radius to 25 and added Attract to pull enemies into the center
  • In PBAoE center added Moderate Smashing/Energy damage
  • Foes that enter the center will also be Knocked back and be very briefly stunned (~2s)
  • Reduced additional endurance cost per foe hit from 1.5 to 1.0
  • Whirlwind now automatically shuts off when your endurance reaches 25% or less
  • Recharge Time increased to 105s
  • Burnout Special Effect: Whirlwind costs no endurance per foe hit for 10s immediately after Burnout is activated

Burnout

  • Added a large move speed and jump increase for 60sec. Burnout now accepts Run and Universal Travel enhancements. The jump height increase is not enhanceable.
  • Added 40% resistance to slow effects for 60sec
  • Added moderate Defense(All) for 60sec. Burnout now accepts Defense enhancements
  • Reduced recharge time from 1800s to 600s
  • Added Special effect: Burnout Acceleration. This effect grants brief bonuses to Flurry and Whirlwind for a short time immediately after Burnout is activated.


Leaping

Jump Kick

  • Melee, High DMG(Smash), Foe Knockdown, Stun, Self Force Move
  • This power can now be used slightly out of melee distance. When activated while out of melee you'll leap toward the target while attacking.
  • Range increased from 7 to 30. Leaps to target when distance is further than 7 ft.
  • Now has a 20% chance for a Mag 2 Stun
  • Increased damage from 1 to 1.64
  • Increased endurance cost from 5.46 to 10.66
  • Increased recharge time from 2.8s to 8s

Combat Jumping

  • Toggle: Self +Jump, +Def(All), Res(Immobilization)
  • This power now stacks with other Jump powers. Movement control and friction will suppress when Super Jump is active.
  • Increased endurance cost from 0.07/s to 0.16/s
  • Effects will suppress while Hovering or Flying

Super Jump

  • Toggle: Self Long Jump
  • New fast travel switching mechanic: Activating this power automatically switches off Fly and vice versa

Acrobatics

  • Toggle: Self +Jump, +DEF(All), +Res(Knockback, Hold)
  • Added moderate Defense(All) on par with Weave. Acrobatics now accepts Defense enhancements.
  • Added moderate Jump height/speed. Acrobatics now accepts Jump and Universal Travel enhancements.
  • Added increased movement control and friction that stack with other jump powers. These effects can be disabled by visiting Null the Gull.
  • Increased endurance cost from 0.26/s to 0.33/s.
  • Effects will suppress while Aerobatics (Flight) is active.
  • Weave will suppress while Acrobatics is active.

Spring Attack

  • PBAoE High DMG(Smashing), Foe Knockdown; Self Teleport, +Jump
  • Using this power significantly increases Jumping Speed and Jumping Height for 30s.

Hover

Teleportation

Recall (formerly Recall Friend)

  • Depending on whether your target is a friend or foe this power will either function as Recall Friend or Teleport Foe.
  • Training both Recall and Blink will enable you to teleport NPC foes without any interruption window.

Blink (formerly Teleport Foe)

Mass Translocate (formerly Long Range Teleport)

  • Ranged (Targeted AoE), Foe Teleport
  • Mass Translocate now occupies the former Long Range Teleport power in the Teleportation pool.

Long Range Teleport

  • Obtaining Mass Translocate now unlocks Long Range Teleport.
  • Long Range Teleport also provides a passive Range buff to the normal teleportation range of Teleport.

Peacebringer

Combat Flight

Starless Recall (formerly Shadow Recall)

  • Training both Starless Recall and Starless Charge will enable you to teleport NPC foes without any interruption window.

Extinguish Light (formerly Starless Step)

  • PBAoE High DMG(Negative); Self Teleport, +DEF(All)
  • This power has been replaced with Extinguish Light. An extremely quick teleportation power that launches an AoE attack the blink of an eye.
  • You may not train this power if you have already trained Blink Blitz, Dive Attack, Spring Attack, or Whirlwind.
  • This power also grants a short-duration Defense(All) buff.
  • If you previously had Starless Step you will now have Starless Charge

Shadow Step

  • Ranged (Location), Self Teleport
  • The stationary hover effect will now be negated if you have any other travel power (or Hover) active
  • Added a passive Range buff if you have trained Shadow Slip

Starless Gateway (formerly Shadow Slip)

Force Field Revamp

Force Field is being revamped to let it properly shine in today's game. This update brings a variety of improvements, and particularly gives the set's most underused and lackluster powers effects better suited to supporting the team, while still preserving the original capabilities and feel of this classic heroic support set. Alongside this revamp, Force Field becomes available to corruptors for the first time as well as to Guardians in the new Force Composition power set.


Personal Force Field

  • Toggle: Self +Def, Res(All except Toxic)
  • Removed the power's OnlyAffectsSelf property, allowing the user to attack and buff normally while it is active, for the first 30 seconds of use. After 30 seconds, the OnlyAffectsSelf status will enable.
  • Once PFF has been activated, you will not be able to activate it again for 120 seconds. Recharge time increased to 140 seconds.
  • Animation time reduced from 2.03 to 1.03 seconds, and removed endurance cost.

Force Bolt

  • Ranged, Moderate DMG(Smash), Foe Knockback, Disorient, -Fly
  • This power now does splash knockdown, knocking down up to 3 additional nearby targets (these targets do not take damage or become stunned).
  • The power also now inflicts a stackable magnitude 1.5 stun, allowing it to disorient minions with one hit, LTs with two hits, and bosses after three hits.
  • Now inflicts -Fly
  • Increased damage scale to 1.0. It can benefit from Scourge and Containment for their respective Archetypes.

Barrier Field (formerly Detention Field)

  • Ranged, Ally +Absorb OR Foe Capture (Special)
  • This power has been renamed to Barrier Field, and now may be used on either enemy or friendly targets.
  • When used against a friendly target, it grants that target a very large amount of absorption over time for a short period of time, without hindering their ability to attack.
  • When used against an enemy target, it functions as the current Detention Field power does.
  • The detention effect of the power has also been increased to magnitude 6 (allowing it to affect standard EBs), and the detention'd target is now also able to be affected by knockback, attract, and repel effects (only) from other Force Field (or Force Composition) powers.

Containment Shell (formerly Repulsion Field)

  • Ranged (Location AoE), Foe Attract, Immobilize, -Jump, -Repel, Knockback to Knockdown
  • This is a new power that fills Repulsion Field's old slot. Repulsion Field has been moved to being a sub-power granted by owning Force Bubble.
  • If you previously owned Repulsion Field, you will now own Containment Shell.
  • This is a location-targeted persistent patch power that immobilizes targets and pulls them inwards using the new Attract effect.
  • This power also prevents contained targets from being repelled and converts knockback to knockdown on those targets.

Repulsion Bomb

  • Ranged (Targeted AoE), Moderate DMG(Smash), Foe Knockdown, Disorient
  • Chance to stun minions increased to 75%. Now has a 50% chance to stun LTs.
  • Radius increased from 12 to 15 feet for Controllers and Masterminds, to match the radius on the Defender version.
  • The power's damage can benefit from Scourge and Containment.

Force Bubble

  • Toggle: PBAoE Foe -Speed, -DMG(All), Knockdown, Repel (Special)
  • Now inflicts a significant -damage debuff and movement slow on targets hit.
  • The repel effect is no longer permanently active - toggling on Repulsion Field while Force Bubble is active enables the repel effect, or leave Repulsion Field off to inflict the slow and -damage effects without any repel.
  • Endurance cost reduced to 0.52/sec (0.65 for Masterminds).

Repulsion Field

  • Toggle: PBAoE Knockback OR Repel (Special)
  • This power is no longer purchased as an independent power, instead it is automatically granted by purchasing Force Bubble.
  • If you previously owned Force Bubble, you will now also own Repulsion Field.
  • When used on its own, Repulsion Field functions as it currently does.
  • When activated while Force Bubble is also active, Repulsion Field has no effects itself, but enables Force Bubble's repel effect.
  • In either case, Repulsion Field no longer has an ongoing endurance cost.
  • Animation time reduced from 2.03 to 1.03 seconds.

Costumes

Issue 5 brings many Quality of Life improvements and fixes to the costume creator.

Costume Presets

Costume presets have been fixed on Rebirth! Use them to kickstart your imagination or to quickly pull up a base template when making a new suit! We've even added a number of Rebirth-specific presets and upgraded some old ones with Rebirth-specific parts on male and female models (huge versions coming later, with the final chapter of the asymmetric torso revamps). Look for the following new presets: Dia de los Muertos, Golden Age, Hippie, Incandescence, Neon, Pilot, Pirate 1, Pirate 2, Prismatic, Radium, Sand, Spectral, Super Spy, Winged 1, and Winged 2.

Extended Natural Skin Tones

We've added 4 new carefully crafted and curated rows of natural skin tones to the character creator. There is now a much better range of golden, olive, and ruddy hues available! All have been tested for in-game performance by our dev team.

Random Color Selection on New Characters

Ever feel creatively blocked by seeing the peach skin tone and black and white tights colors upon making a new character? Us too. So we decided to randomize the initial color selections suggested by the character creator when making a new character. This with the fixed costume presets should make new character creation a breeze!

Surgical Four Color Support

No longer do you need to do the global color workaround to tweak the inside colors of cape-driven costume parts. Pieces that use cape technology but are not cataloged as capes now pull up the 4-color customization options. Now you can easily recolor the Wedding Tux and Cybertech coattails, the cloth details on your Cosmic Corsair, Tech Knight, Gunslinger belts, and Wedding Veil--all with quick, convenient ease!

Rebirth Emblem Pack 3

Get your animals, meta-domino masks, sweet treats, green thumb, and retro gamer on with this latest chest and shield emblem pack! Options include popsicles, popcorn, cupcakes, cacti, koi, squid, elephants, rabbits, single-button joysticks, health vials, and more! Look for them at the bottom of the Symbol sub-category of Chest Details or Shield Emblems, starting with Angel's Food and ending with Unicorns.

Graffiti Emblem Pack

After something a little grittier or with an improvised vibe? Look for the new Graffiti Symbols sub-category on Chest Details or Shield Emblems. Many familiar favorites, including lightning bolts, mystic symbols, and clenched fists have been given the graffiti treatment. Also look for Rebirth-specific graffiti symbols like the twin rats, rabbit, and smiley face here as well! Note that the new crossed-out Arachnos emblem is unlocked via the Spider Smasher badge in-game. If you want to sport that one, you have to earn it!

New Undertights Options

All existing male and female integrated tights options have been updated to include ALL of Issue 4's glowing and animated skins. Want a halter top on your specter? Or a pair of modesty briefs over your plasma being? You can do that now. For easier identification of integrated tights options, the first sub-entry on each integrated tights bundle now shines out with Neon underskin! The remaining glowing skins have been sandwiched between the natural skin options and Bioluminescence. Animated Sand can be found next to Stone. Additionally, all female integrated tights have had the legacy Cryptic female Muscular texture added to their under-tights sub-options. Lastly, a new high-hipped Bikini 2 has been added to female options, fully integrated. This pairs with the High Hipped Leotard texture for a complete bathing suit look or can be mixed and matched with other pant options for a more saucy, youthful vibe!

Classic Cryptic and Paragon Options now integrated

Multiple classic tights options from the Cryptic and Paragon eras have been retrofitted with the full integrated tights library, including glowing underskins! On male chests, look for newly integrated Tank Top, Tanker, and Tee Shirt options. On females, look for integrated chest and hip versions of Angelic Plus, Excess Plus, and Imperial Dynasty. Female chest-only legacy items now integrated include the Leather corset and Tank Top. (Some redundant top-level tattoo options have been consolidated under the new integrated options.)

Diversified Gloves

A majority of diversified gloves, which permit customization of wrist textures and colors independently from gloves, now include all Rebirth Issue 4 glowing and animated skins. Each can be found alphabetically amongst the sub-options on each diversified glove. Gloves supported include Barbarian Ring, Spines, Cloud Bracer, Dragon Bracer, Overguard, Plant with Leaves, Small Flared, Small Padded, Small Pointed, Tai, Tied, and Wristband.

Misc.

The female Gunslinger belt with bustle and cape detail now offers an alternate version without stripes and a solid tintable bib.

  • Toggles (Stone Armor, Brimstone Armor, Crystal Armor, and Minerals) will no longer detoggle when Granite Armor is active. While Granite Armor is active these toggle's effects will suppress and they will grant endurance to offset their toggle costs.

Unrelenting

  • This power now has the ability to prevent crashes from other powers. Activate this power before initiating most crash powers in order to prevent their crashes from occurring. The tier 9 powers from Melee Defense sets are automatically negated just by training this power.

Super Reflexes (Tanker/Brute/Scrapper/Stalker)

  • Agile, Dodge, and Lucky now accept resistance enhancements.

Mystic Flight and Jetpack

  • New fast travel switching mechanic: Activating this power automatically switches off Super Jump and vice versa

Energy Gauntlet

  • Increased Damage Scale from 1.160 to 1.64
  • Increased Recharge Time from 5s to 8s
  • Increased Endurance Cost from 6.032 to 8.528

Turbo Boost

  • Turning off Jetpack now causes you to stop flying. Note: the flight speed increase from Turbo Boost will last for 30 seconds regardless of flying or not.

  • Fixed the order of Peacebringer and Warshade primary powers to appear by level unlock. This is a missed leftover from the Kheldian revamp where certain powers' levels changed when they became free with shapeshift forms. This is a visual change only.
  • Restored the Cavern of Transcendence trial min team size to 8 so its objectives can be completed.
  • Guardians will now receive the Power of Black Scorpion temp power during the Barracuda strike force.
  • Dopplegangers of players with Dominator/Controller Water Control will now have appropriate powers.
  • Dopplegangers of players with Guardian Mace Assault will now correctly use Arachnos mace attacks instead of crab spider attacks

Kheldian Revamp

  • Toggles no longer turn off when shape-shifting into Nova or Dwarf forms. However, their effects suppress and they are granted endurance to offset their endurance cost.
  • Nova and Dwarf forms have been expanded allowing them to round out their unique powers, abilities, and play style.
  • Travel powers can now be used in any form but activating them while in Nova form or Dwarf form returns Kheldians to their original form.
  • Null the Gull can now enable or disable the shapeshift popup tray.
  • Other balance changes (see forum patch notes for full details)

Peacebringer

With this revamp, you will no longer need to enhance your Nova or Dwarf powers separately. Instead, for example, when you slot and enhance your human form version of Gleaming Bolt, you will simultaneously be improving the Bright Nova Bolt used while in Nova form. Some powers have new unlock levels because of the new free multi-form powers.

Bright Nova

The following powers become power redirects allowing them to change while in Bright Nova form. Slotting the first power listed below enhances the power in both forms. Note: Existing Peacebringers must respec to obtain this:

  • Gleaming Bolt will become Bright Nova Bolt in Bright Nova form
  • Gleaming Blast will become Bright Nova Blast in Bright Nova form
  • Photon Scatter will become Bright Nova Scatter in Bright Nova form
  • Luminous Detonation will become Bright Nova Detonation in Bright Nova form

Bright Nova now comes with two free muti-form powers, Photon Scatter (awarded upon obtaining Bright Nova) and Luminous Detonation (awarded at level 12 or higher after obtaining Bright Nova). Both of these powers are usable in their original form.

Additionally:

  • Glinting Eyes can be used in Bright Nova form
  • Inner Light can be used in Bright Nova form
  • Dawn Strike can be used in Bright Nova form
  • Reform Essence can be used in Bright Nova form for sustain.
White Dwarf

The following powers become power redirects allowing them to change while in White Dwarf form. Slotting the first power listed below enhances the power in both forms. Note: Existing Peacebringers must respec to obtain this:

White Dwarf now comes with two free form-locked powers, White Dwarf Antagonize and White Dwarf Step, and two free muti-form powers, Solar Flare and Reform Essence. All free powers are awarded upon obtaining White Dwarf and both Solar Flare and Reform Essence powers are usable in original form. Additionally, Reform Essence is usable in Bright Nova for sustainability.

Gadgetry

The Gadgetry power pool is now available for selection! Gadgetry is an origin-themed power pool that is mutually exclusive with Sorcery and Force of Will.

Force of Will

The Force of Will power pool is now available for selection! Force of Will is an origin-themed power pool that is mutually exclusive with Gadgetry and Sorcery.

Inferno Mastery

Inferno Mastery is a new Epic power pool, available for Defenders and Corruptors.

Frost Mastery

Frost Mastery is a new Epic Power Pool, available for Defenders and Corruptors.

Trick Arrow Revamp

  • Many Trick Arrow powers were previously weaker than similar powers in other sets, making the set's overall contribution significantly lower than other sets. To fix this, the base stats of many Trick Arrow powers have been improved to bring the set's total contribution up to par with other sets.
  • Since all Trick Arrow powers apply to enemy targets only rather than including buff or healing powers like other sets, the set requires a large amount of time to be invested in setting up arrows at the start of each fight. This means that it deploys its support capabilities slower than other sets, and also cuts into the time available for using other powers. Having only enemy-affecting powers is an important part of the set's identity and is not being changed, so instead, this drawback has been addressed by adding synergy effects between powers in the set. Using two or more Trick Arrow powers in a row now can give bonus effects, making them more than the sum of their parts and ensuring that Trick Arrow users are properly compensated for their investment of animation time.

They have been filed alphabetically in alphabetic menus. In curated menus, Sand is filed adjacent to Stone and the glowing skins are all often AFTER Paragon-era Fire and Ice options.

Note in some cases, certain textures are not supported with certain geometries due to quality or technical issues. For example, Sand is not supported on Folded or Finned Boots and Gloves. Plasma and Spectral are not available on Skirts.

  • In Bottoms, Bottoms with Skin, legs on Skirts/Short or Kilts/Shorts, Jodhpurs.
  • Tucked In and Armored have their own unique set of glowing and animated textures.

Pants:

  • Loose Pants, Tight (from the Pants category), Flared, Bell Bottoms, Baggy

Quality of Life Changes

Powers

Electric Armor - Power Surge (Tanker, Scrapper, Stalker, Brute)

  • This power no longer has a hard crash.
  • Its recharge time was reduced from 1000s to 540s.
  • The duration of its effects was reduced from 180s to 90s
  • Energy Resistance scale was reduced from 8 to 4.56.
  • Negative Energy Resistance scale was reduced from 6 to 3.36.
  • All other Resistances scale were reduced from 7 to 4.
  • Psionic Resistance was added at scale 3.36 for 90s.

Consume (all versions)

  • Duration on minor recovery effect increased from 15s to 30s. Recharge reduced from 180s to 120s (primary/secondary versions) or from 360s to 180s (epic pool versions).

Char & Cinders

  • The fire holds Char and Cinders now have a new 'fiery binds' visual customization option. This includes epic pool versions of Char as well.

Savage Melee

  • Animations and FX are complete
  • Savage Melee powers now have finalized sound effects
  • Blood Thirst Recharge reduced from 180s to 90s.

Infiltrator Training

  • Intrusion now grants a global endurance discount effect when active.

High Contrast Menus Option

A new option is now available to help make the game interface easier to see. The "High Contrast Interface" option is intended to flatten out some of the buttons and interface elements to make the text clearer. For now the effects can be best seen on the costume and character select screens. This will be an ongoing effort and will be expanded out to other elements in the game as well. There are 2 ways to enable it. In the options menu under the "General" tab is an option that can be enabled per character. The other way is to add the arg "-highContrast" to the game launch params in your launcher of choice. Using the launcher arg will make the effect apply to all characters. (High Contrast option startup arg works but may not apply to already existing chars on log in. You can still turn it on for these characters in the options menu.)

Cel Shading

We have introduced cel shading into the graphic options. To use it simply navigate to Menu, Options, Graphics and Audio, (enable) Experimental Graphics Settings, and (enable) Cel Shader. This is a port of the SCoRE Cel Shader feature.

Global Chat

A new global general chat channel has been made available. This new channel will work like LFG currently does and is automatically accessible without having to manually opt-in. This replaces the old opt-in Rebirth chat channel. You may need to edit your chat tabs to see the new chat.

Costumes

  • Added new lowered hood option to face detail 2 for male, female, and huge.
  • Unlocked Samurai Menpo and Oni Guard (previously only available on Half Helmets) for
  • Standard, Full Mask, Hats, and Hood categories for male, female, and huge.
  • Updated tights and sleek tights base textures for male pants, replacing existing Ri3
  • placeholder textures. Models affected include loose pants, tight pants, flared, bell bottoms, and baggy.
  • Added Technis and Goth face patterns to Full Helmets pattern mask menu.
  • Metallic Alien Skull and Metallic Elongated Alien Skull now appear as sub-options below their first entry.
  • Cybertech, Cybertech Dreads, Post Apocalyptic Corn Rows, and (female only) Tucked Ear hairstyles' secondary options now all appear as sub-options below their first entry.
  • Wake Path Aura added to Path Auras for all genders.

Bug Fixes

Powers

  • Martial Assault's Masterful Throw is now correctly typed as a lethal attack rather than negative.
  • Masterminds were previously overlooked in the fix to make the resistance buff in Nature Affinity's Wild Growth power not resistible - * this has been corrected.
  • Stalker Ice Melee and Radiation Melee: The AoE attacks in these sets now correctly have a chance to critically hit.
  • Stalker Radiation Melee, Atom Smasher: The stun effect in this power now actually functions.
  • Doppelganger NPCs for player characters with the Ninja Assault, Military Assault, Kinetic Assault, and Infiltrator Training power sets will now have appropriate powers to match the player they are mimicking.
  • The bright and dark versions of the FX for Radiation Blast's Neutron Bomb now properly sync with the sped-up animation.
  • Trick Arrow's Flash Arrow will no longer erroneously display arrow FX stuck into every target hit.
  • The missing fire hit FX for targets caught in a burning oil slick has been restored.
  • Fixed an FX bug that switched Power Surge to blue lightning for Brutes and Stalkers.
  • Ninja Assault attacks should no longer animate without the katana visible under certain circumstances.
  • Fixed several linked bugs that caused the Assault Rifle snipe power to be broken in both its fast and regular versions. The power will no longer erroneously redraw the assault rifle even if it is already drawn, the firing FX now correctly sync with the animation in all cases, the animation length, activation time, and hitframe timing now correctly sync up with each other, and it is no longer possible to activate another power before the snipe finishes animating. These fixes also apply to the Military Assault version.
  • Mastermind Heat Mastery, Rise of the Phoenix: Can now properly slot rez sets.
  • Mastermind Cold Domination, Infrigidate, Snow Storm, Sleet, and Heat Loss: Can now properly slot universal debuff sets.
  • Kinetic Melee's Burst can now correctly slot knockback sets.
  • Tanker/brute Arctic Mastery's Chilblain and Block of Ice can now correctly slot slow enhancements and sets.
  • Stalker Ice Melee, Build Up: The Assassin's Mark Stalker ATO set proc will now correctly recharge this power.

Upper Body Details

Arm wings, that classic staple of many a comic book character, have been added to male and female characters! Several styles and multiple coloration schemes.

Additional upper body details include Freakshow inspired regulator tubes, hardboiled shoulder holsters, Anime-tastic midriff spicules, and an entire library of hazard vests.

Asymmetric Chest and Hip Patterns for Males

Standard Male characters will now have access to the entire library of asymmetric chest and hip patterns introduced for Female characters with Issue 3. Over 100 new pattern options, seamlessly woven through the legacy library!

Integrated Tights Added to Males, Female Integrated Tights Options Expanded

Take your costume game to the next level! With Issue 3: Highflyers!, male and female characters can take advantage of newly expanded integrated tights options. This advanced costuming feature allows players unprecedented power to mix and match over tights and under materials. With version 1.5 of this system, players can now layer skin tight garments over a variety of under surfaces including stone, bioluminescence, chitin, and chainmail. Pants Revamp

The pants make the man! Options first introduced with Issue 2 for females are now fully available for male characters. Revisit the 1970’s with flares and bell bottoms. Go full superspy in a leather catsuit. Fly high into the golden age in Aeronaut jodhpurs. Evade your nemesis in High Street Houndstooth. Or just turn up in the shiniest pair of skin tight metallic pants known to mankind!

Asymmetric Pattern Proliferation for Female Skirts

Mod-out with a variety of new skirt and dress looks now with the expansion of Issue 2 asymmetric patterns to female skirts!

Inherent Slots in Health and Stamina Powers

Back in the NC Live days, Paragon devs said, “We hear you! You want more power slots. We’re investigating ways to make this happen.” Though we’ll never know exactly how Paragon may have done this, we’ve expanded upon some stubs in the code to finish one avenue that gives everyone 4 additional slots for their builds in a way that we think makes sense to most every build out there.

At levels 8 and 16, all characters will automatically receive one free slot in their Health power. Stamina gets its free slots at 12 and 22.

Team Transport Power Available for Alignment Merits

Heroes and Villains now can now use their alignment merits & influence to call in a Longbow transport or Arachnos copter for a quick shuttle to their next mission destination. Charges can be purchased at the Hero and Villain alignment vendors.

Quality of Life Changes

  • Signature Summons powers available at Hero and Villain Alignment vendors have had their price reduced from 25 to 2.5 million influence.
  • A revamped Candy Cane vendor has been added to Pocket D just outside the ski slope entrance allowing players to buy badges, cosmetics, and the Lords of Winter Super Pack any time of year.
  • The Architect Entertainment ticket cap has been raised to 99,999 per character, with a mission limit of 2,039 tickets per mission. New bulk purchase buttons added to common salvage.
  • Fourth dockable power tray added to the UI with all new commands for macro users.

Bug Fixes

  • Corrected oversight on Mastermind Cold Domination not having boostsets. They should now properly take sets.
  • Mastermind pets can once again slot Recharge Intensive Pet invention sets.
  • Fixed Guardian Spring Attack incorrectly dealing no damage, it now does damage as normal.
  • Guardian Hellfire Assault's Lash and Crack Whip now correctly use the melee damage table instead of ranged.
  • Controller Darkness Affinity's Fade is no longer affected by power boost effects; this should never have been possible as it leads to a bug with the resistance values.
  • Dominator Psionic Mastery's Link Minds can now correctly be affected by power boost effects.
  • The resistance buff in Nature Affinity's Wild Growth is no longer resistable. (This bug did not affect the Guardian version.)
  • Rain of Arrows should now correctly deal all 3 ticks of damage again instead of 2.
  • Fixed missing animation on Telekinetic Blow for all Psionic Melee versions and Guardian Psionic Assault.
  • Fixed missing sound in Hellfire Smash for Guardian's Hellfire Assault.
  • The Tech Knight mace and staff now have the energy ball correctly positioned at the end of the weapon instead of being stuck to the character's hand.
  • The Tech Knight mace and staff now correctly despawn when the character uses a non-weapon power.
  • Over 500 grammatical and spelling errors have been fixed.

Issue 2 Edition 3 brings a twist to CoH's Winter Event.

It's the Fright Before Christmas! Get ready for NEW Holiday Horror mobs, NEW Ice Power Customizations, NEW Powerset Proliferation for Ice Melee, Armor and Cold Domination, and MORE!

During this event, Halloween mobs festooned in winter wear burst from presents! All drop both Candy Canes and Halloween salvage, good for Lords of Winter and All Hallow's Eve super packs. There are even two giant monsters, including a rare icy version of a familiar friend.

NEW Ice Power Customization Options

Check out the many new animations available to every ice powerset!

Ice Melee powers now have a full set of both sword and non-sword animation and FX options:

  • Frozen Fists now uses the shorter single-punch animation
  • Frozen Fists now has an alternate ice sword animation (with greater ice sword option)
  • Ice Sword now has an alternate overhand swing animation
  • Ice Sword now has an alternate non-sword ice fist smash animation (with greater ice sword option)
  • Greater Ice Sword animation sped up
  • Greater Ice Sword now has an alternate uppercut swing animation (with regular ice sword option)
  • Greater Ice Sword now has an alternate non-sword ice fist clobber animation
  • Freezing Touch now has an alternate ice sword stab animation (with greater ice sword option)
  • Frozen Aura now has an alternate ground punch animation
  • All-new Assassin's Icicle power FX for Stalker Ice Melee, with both icicle stab and ice sword variations (with greater ice sword option)

Ice Armor style powers now have four new, less obtrusive power themes so your character no longer has to be covered in ice cubes! This affects Ice Armor's Frozen Armor, Wet Ice, Glacial Armor, and Energy Absorption (only has Frost theme for now), Cold Domination's Ice Shield and Glacial Shield, and all versions of Frozen Armor in ancillary/patron pools.

  • Icy Coating theme: A shifting layer of thin icy chips fitting closer to your character's body
  • Frost Armor theme: A subtle layer of translucent frost on your character
  • Chill Armor theme: A cloud of cold mist around your character
  • No Covering theme: A minimal FX style theme with no obscuring graphics

Frozen Fist

  • Frozen Fists activation time reduced from 1.33s to 0.83s
  • Frozen Fists damage increased from scale 0.84 to 1.0, recharge time increased from 3s to 4s, endurance cost increased from 4.37 to 5.2

Freezing Touch

  • Freezing Touch is now balanced as an attack rather than a mez; damage increased from scale 1.68 to scale 2.92, endurance cost increased from 10.19 to 15.184, DoT sped up from 5s to 3s, and 50% of the damage is front-loaded. (Also affects blaster version)

Greater Ice Sword

  • Greater Ice Sword activation time reduced from 2.33s to 1.83s
Ice Armor power updates

Frozen Armor

  • Frozen Armor defense increased from scale 1.8 to scale 2.0

Wet Ice

  • Wet Ice unenhanceable scale 0.1 defense removed
  • Wet Ice now has ticking absorb at scale 0.5 every 10s

  • Permafrost now has scale 1 S/L/E/N resist

Glacial Armor

  • Glacial Armor defense increased from scale 1.8 to scale 2.0

2 New Winter Enhancement Sets, each with unique abilities/procs, all attuned and exclusively found in the improved Lords of Winter Super Pack.

Winter Storm (Slow) - Unique Proc: Chance for Cold Damage

The new Winter Storm slow enhancement set brings icy offense effects to slow powers rounding out the current winter damage enhancement sets which brought slows, holds, and other stalling effects to damage powers. Winter Storm features a change for Cold Damage proc along with the following set bonuses:

  • (2) Recovery
  • (3) Slow
  • (4) Accuracy
  • (5) Recharge
  • (6) Damage

Catalyze Winter Storm into Superior Winter Storm to take these sets and bonuses to the max.


Winter's Gift (Universal Travel) - Unique Proc: Slow Resistance The Lord of Winter Super Pack introduces for the the first time ever the attuned Winter's Gift universal travel enhancements into the game. Now for the first time ever the attuned Winter's Gift enhancements can be catalyzed into Superior Attuned Winter's Gift for stronger set bonuses and proc effects. This is a unique set. No more than 1 of each enhancement of this set may be slotted by a character.

Player Cosmetics

  • Tail feathers now available under tails for all genders. Big thanks to Ourodev and Ominousvoice!
  • Chain Gun model now unlocked for all Assault Rifle users.
  • Spiderweb 2, Torn Mesh, and skin versions of Tribal Teeth and Tribal added to female asym chests.
  • Diamond Split added to female asym hips.
  • Big Bolt, Freem, Detonation, and Rifts patterns for asym hips and torsos have been refined.
  • Chain Mail wrists have been added as a sub option to all diversified gloves.
  • Pony tail version of Male Post Apocalyptic cornrows should now display correctly.
  • Fixed an issue with FX elements on multiple legacy gloves when used in asymmetrically.
  • Fixed an issue with certain gloves that caused a crash to desktop when using the SG costume editor.
  • Note: Male Asym Torsos are coming with the next update! Start saving costumes now for conversion to the new system with an updated version of Jagged's Costume Converter tool!


R&V and H&V Super Packs

Super Packs have been rebalanced to feature higher chances of receiving ATOs and lower chances of receiving very rare enhancements Cost of Alignment merits for Heroes & Villains and Rogue and Vigilante Super Packs has been halved from 6 to 3 and 10 to 5 respectively

Bug Fixes

  • The Witchcraft Universal Debuff set was incorrectly not slottable in a variety of powers. This has been fixed.
  • Fixed some Witchcraft set descriptions that were misreporting the enhancement percentage
  • Fixed enhancement percentages on some Return From The Grave enhancements that were using the wrong values
  • Fixed minor enhancement value error on triple aspect enhancements in the superior versions of Halloween and Guardian enhancement sets
  • Fixed Day job salvage reward was for the Store/AH accolade IO discount salvage reward
  • Fixed Dr. Vahz boot & glove coloration issue. Gloves and boots should no longer be bleached out
  • Fixed the description of the Very Rare Recipes rewards choice from Incarnate Trials.
  • Fixed missing description on the (Corruptor) Scourging Blast proc Super Pack card
